HUGO PLANNING COMMISSION
MAY 23, 2001
Call to Order
Chairperson Schumann called the meeting to order at 7:30 p.m.
PRESENT: Kleissler, Malaski, McRoberts, Peltier, Rooney, Rosenquist, Schumann

Peltier made motion, Malaski seconded, to approve the minutes for April 25, 2001 as amended.

Minutes for May 10, 2001
Rooney made motion, Malaski seconded, to approve the minutes for May 10, 2001 as submitted.
Comp Plan Amendment/MUSA Adiustment (Bramstedt Trust)
The Planning Commission held a public hearing to consider the request of Gor-Em LLC, 1875 Commercial
Boulevard, Andover, MN, for a Comprehensive Plan Amendment to include approximately 59 acres in the
Metropolitan Urban Service Area (MUSA). The property is located east of Goodview and south of 145`" Street
(Bramstedt Property) and is approximately 165 acres. The applicant would like 59 acres in the MUSA with 106
acres remaining wetland. The property is within the City of Hugo's "Urban Reserve" area, which is a transition
area intended for future urban type development pending the availability of municipal services such as sewer
and water.
Mike Gair, Site & Planning Consultant, and Mike Quigley from McCombs Frank Roos Associates, Inc.,
presented a prototype wildlife corridor planned residential development. Gair gave reasons the City should
include this area in the MUSA stressing its proximity to existing urban development and its potential for
development since it was in the Urban Reserve area.
Schumann opened the public hearing.
Bob Rogers, 14491 Glenbrook Avenue North, said the water pressure in the development was below desirable,
the Highway 61 and 147`h Street intersection was already very busy, and Goodview Avenue was in very poor
condition.
Floreen Meyer, 6358 145`h Street North, said she has property that adjoins the Bramsted's parcel and she feels it

is premature to include it in the MUSA at this time.
Rooney was opposed to the expansion of the MUSA, and said he found nothing in the plan that he considered
transitional.
Members of the Planning Commission agreed that the road (Goodview) was in bad shape as well as the
intersection of Highway 61 and 147`h Street, and that the plan lacked park and recreational areas.
The Commission expressed concern over recommending approval of the MUSA line adjustment until the
Community Charrette/visioning process was complete.
Schumann made motion, Rosenquist seconded, to table consideration of expanding the MUSA to include the
Bramsted property until the Charette process and Zoning Ordinance updates were complete, and to adjourn the
public hearing until that time.

CUP for Trailer Sales (Lutz)
The Planning Commission held a public hearing to consider the request of Glen Lutz for a conditional use permit for
retail sales of trailers for property located at 5795-165`h Street North. The property is zoned Restricted Industrial,
which allows trailers sales as a conditional use.
The existing building would be used for a retail sales office as well as the storage of five-foot single axe] utility
trailers and 18 -foot tandem axe] flatbed trailers, as well as other similar trailers. The requested conditional use
permit would also include the outside storage of trailers in a defined area located west of the existing buildings.
When asked about lighting and repairs, Lutz said he would only be doing warranty type repairs, no manufacturing of
trailers, and he did not intend to install outdoor lights.
Staff noted there was a 40' x 78' building on the property, which appeared to be leased for the storage of
personal property, and a number of vehicles were being stored outside of the building in the area proposed for
the outside storage of trailers. It was noted that some of the vehicles were not currently licensed.
Schumann opened the public hearing.
Kathy and Rick Suess, 5725 165`h Street North, said they were concerned about the screening and would like to see
additional fencing.
Art Munger, 5311 165`h Street North, said when the building was built 8-10 years ago it was to be sided and used for
the restoration of antique autos, and there was to be no outside storage. Munger would like the building to be
brought up to code.
Dave Ochs, 5756 165`h Street North, was concerned about the children and pedestrian traffic on 165`h Street.
Members of the Commission questioned what the current use of the building was.
McRoberts made motion, Schumann seconded to table the request for a conditional use permit for trailer sales until

the regular meeting of June 27, 2001, and asked that the owner of the property be advised to attend the next meeting
and the City inspector be sent out to determine if the property was currently in compliance.

Amendment to Cluster Ordinance
The Planning Commission held a public hearing to consider the request of Sedona Homes for an amendment to the
Cluster Housing section of the City's zoning ordinance, specifically, that the City consider increasing the density
bonus from 50 to 100 percent. In exchange for the greater density, the applicant is proposed an increase in the open
space requirement from 50 to 70 percent. Additionally, to accommodate the additional units with the increased open
space requirement, the applicant suggested that the City permit a 0.75 -acre minimum lot size in cluster
developments. The draft ordinance submitted by the applicant suggests that the City require greater setbacks and
screening from existing homes and public roads as a means of preserving Hugo's "rural character".
Rosenquist was concerned about the potential increase in traffic in the rural areas and the use of common septic
systems. He said he didn't feel that large neighborhoods should be in the backyards of agricultural parcels.
Rooney did not support the proposed ordinance because he didn't feel cluster housing should be in the Agricultural
District.
McRoberts questioned what was wrong with the cluster ordinance we currently have in place.
Brownen thinks the proposed change to the Zoning Ordinance was premature.
Malaksi said she liked the idea of the open space but felt the proposed change was more than Hugo was ready to
receive. Malaski also stated she was opposed to shared driveways.
Schumann said they should consider revising their present cluster ordinance.
Schumann opened the public hearing.
Tod Dresher, architecture working with Sedona homes, said the current cluster code lacks qualitative statements and
encourages stovepipe developments.
There were no other comments, and Schumann closed the public hearing.
Schumann made motion, Peltier seconded, to table the request.

Nay: Kleissler, Malaski, McRoberts, Peltier, Rooney, Rosenquist
Motion failed.
Rosenquist made motion, McRoberts seconded, to deny the request to amend the cluster housing portion of the
ordinance.

Revisions to the Zoning Ordinance and Subdivision Standards
The Planning Commission held a public hearing on the draft zoning ordinance that the Commission had been
working on the past few months. Schumann opened the public hearing but there were no comments.
McRoberts made motion, Peltier seconded, to table discussion on the draft zoning ordinance until the next
meeting of the Planning Commission and leave the public hearing open.
All Ayes. Motion carried.
Special Meeting for June 14, 2001
The Planning Commission discussed scheduling a special meeting on June 14, 2001 for the purpose of
reviewing the preliminary plat for Victor Gardens Phase 1, and continuing the public hearing on the draft zoning
ordinance.
Rosenquist made motion, Peltier seconded, to schedule a meeting of the Planning Commission on June 14,
2001.
All Ayes. Motion carried.
City Hall Site Plan
The Planning Commission reviewed the site plan for an 11,600 square foot building on 2.1 acres of property
located directly east of the existing City Hall, specifically 14621, 14665, and 14651 Fitzgerald Avenue. The
City had acquired three properties that contain existing homes with plans to remove the homes to accommodate
the new City Hall. Further, the City will propose to vacate a portion of Fitzgerald Avenue for construction of a
parking lot and to tie the proposed site together with the existing City Hall site and parkland.
Rooney made motion, Malaski seconded, to recommend approval of the site plan for Hugo City Hall.
