HomeMy WebLinkAbout2000.04.26 PC MinutesMINUTES FOR THE HUGO PLANNING COMMISSION MEETING April 26, 2000 The meeting was called to order by Planning Commission Chairperson Puleo 7:05 p.m. Oath of Office The City Council had adopted Ordinance No. 2000-339 on March 20, 2000, establishing alternate members of the City of Hugo Planning Commission. David Buller and Patrick Rooney, who were chosen by the City Council to serve as alternate members, read the Oath of Office. Roll Call PRESENT: Buller, Kellison, McRoberts, Malaski, Peltier, Puleo, Rooney City Administrator, Mike Ericson Deputy Clerk, Michele Lindau City Planer, Jeff Lutz ABSENT: Kleissler, Schumann Minutes of March 22, 2000 Kellison made motion, Peltier seconded, to approve the minutes of March 22, 2000, as amended. AYES: Kellison, McRoberts, Malaski, Peltier, Puleo ABSTAIN: Buller, Rooney All AYES. Motion carried. Livable Communities Act Guy Peterson from the Metropolitan Council made a presentation on the Metropolitan Livable Communities Act, explaining the necessity of affordable and life cycle housing developments, as well as the benefits to the cities that participate in this act. To be eligible for funding, communities must elect to participate in the Metropolitan Livable Communities Act Housing Incentive Program by November 15, 2000, for the year 2001, and plans must be submitted to the Metropolitan Council by June 30, 2001, indicating the actions it will take to carry out set goals. 2020 Urban Development Boundary Adiustment The Planning Commission held a public hearing at their March meeting to consider an amendment to the Comprehensive Plan for an adjustment of the 2020 Urban Development Boundary, at which time the Commission tabled action. At the City Council Meeting of April 17, 2000, the Council directed the Planning Commission to defer discussion of the 2020 Urban Development Line until further notice. The Planning Commission considered a memo from Council Member Barnes providing background information on the properties involved. Puleo stated the boundary change request was not initiated by any member of the Planning Commission but was placed on the Planning Commission Agenda by the previous City Administrator as a result of issues raised while preparing the land use plan. Minutes for the Planning Commission April 24, 2000 - Page 2 McRoberts made motion, Peltier seconded, to direct staff prepare a letter of correction to be forwarded to Council Members Barnes and other members of the City Council. All AYES. Motion carried. Zoning Code Amendment (Wagner Greenhouses) The Planning Commission held a public hearing on March 22, 2000, to consider the request of Wagners Greenhouses for a Zoning Code Amendment to allow wholesale plant nurseries in the General Business District, at which time the matter was tabled. Scott Wagner from Wagner Greenhouses, Inc., requested in writing the matter be tabled until further notice. In a phone conversation earlier that day with the Deputy Clerk, Mr. Wagner stated his intention to meet with the City Administrator to explore other options that would allow them to expand the present use of their property. Conditional Use Permit for Horse Boarding/Horse Related Activities/Retail Tack Shop (Ramberg)) The Planning Commission held a public hearing on March 22, 2000, to consider the request of Dan & Elaine Ramberg, 5676 170th St. N., for a conditional use permit for horse boarding, a retail tack shop, and other horse -related activities, at which time the matter was tabled. The Commission reviewed conditions of the permit as drafted by Ramberg and the City Planner. The Planning Commission felt many of the conditions as written were too vague; particularly references regarding the PA system, parking plan, and business signs. Many of the Commission members also felt the number of events should be addressed and a requirement for a periodic review and renewal should be a condition of the permit. Puleo objected to including the later condition, saying Mr. Ramberg was under no requirement to pursue the Conditional Use Permit but was doing it to establish guidelines for his business, and to include this condition would give future City elected officials the opportunity to close it down. Dan Cornego from SEH, who will be replacing the current City Planner, was at the meeting and discussed the requested changes with the Planning Commission and Mr. Ramberg so he could draft a new Conditional Use Permit for the Planning Commission's review at the next meeting. Kellison made motion, Malaski seconded, to table action on the Conditional Use Permit until the meeting of May 24, 2000, to allow the permit to be revised. All AYES. Motion carried. Conditional Use Permit for Rodeos and Other Related Events (Ramberg) The Planning Commission held a public hearing on March 22, 2000, to consider the request of Dan & Elaine Ramberg, 5676 170th St. N., for a conditional use permit for rodeos and other related events, at which time the matter was tabled. The Commission reviewed conditions of the permit as drafted by Ramberg and the City Planner, and felt the conditions regarding the PA system, hours of operation, lighting, signs, and camping should be stated more specifically. Kellison made motion, Malaski seconded, to table action on the Conditional Use Permit until the meeting of May 24, 2000, to allow the permit to be revised. All AYES. Motion carried. Minutes for the Planning Commission April 24, 2000 - Page 3 Concept Review (Brandon Preserve) At the meeting of March 22, 2000, Warren Olson, a representative of Cedarwood Homes, Inc., 2002 5th Street, White Bear Lake, MN, presented a concept for development of approximately 70 acres of property located in the northwest % of Sec. 33. The Planning Commission had expressed concerns about the density and length of the cul-de-sac. A revised sketch was provided for the Planning Commission's review; however, there was no representative from Cedarwood Homes in attendance. No action was taken. Video on Land Use Issues The Planning Commission watched a video regarding land use issues provided by the League of Minnesota Cities. Workshop Members of the Planning Commission expressed the desire to conduct an informal workshop between the Planning Commission, City Council, and staff to discuss the role of all parties involved in the planning process. Information request The Planning Commission requested staff obtain copies of the Washington County Plat book and The Job of the Planning Commisisoner by Albert Solnit, for the new Commission members.
