HomeMy WebLinkAbout2000.05.24 PC MinutesMINUTES FOR THE HUGO PLANNING COMMISSION MEETING May 24, 2000 The meeting was called to order by Planning Commission Chairperson Puleo at 7:05 p.m. Roll Call PRESENT: Kleissler, McRoberts, Peltier, Puleo, Schumann, Rooney. Buller arrived after minutes of April 26, 2000, were approved. City Planner, Dan Cornejo Deputy Clerk, Michele Lindau ABSENT: Kellison, Malaski Minutes of April 26, 2000 Peltier made motion, McRoberts seconded, to approve the minutes of April 26, 2000, as amended. AYES: McRoberts, Peltier, Puleo, Rooney, ABSTAIN: Kleissler, Schumann Motion carried. Alternate Planning Commission Member The Planning Commission was uncertain as to what the proper procedure was in regard to assigning alternate members to the Planning Commission. The Planning Commission requested the City Council establish the rules for the alternate members or direct the Planning Commission to do so. Specifically, which of the two alternate members should be selected, and should the alternate be asked to step down if a regular member arrived prior to discussion of any agenda item. Conditional Use Permit (Ramberg) The Planning Commission held a public hearing on March 22, 2000, to consider Dan Ramberg's request for a Conditional Use Permit for horse related activities on his property located at 5676 170th Street N. The Planning Commission tabled the request at the March meeting and again at the April meeting. Dan Cornejo, City Planner, the applicant and a few members of the Planning Commission met on May l& to address the issues and questions raised by the Planning Commission. That meeting concluded that the rodeo use, campground use, and the tack shop did require a CUP; however, the Ramberg's would not need a CUP for horse training and boarding facilities if they were an accessory use of the property. Ramberg and Cornejo plan to meet with the City Attorney to determine whether the horse training and boarding facility is a principal or accessory use of the property. The Planning Commission discussed the conditions of the Conditional Use Permit for the rodeo, campground, and tack shop as drafted by the City Planner. Puleo made motion, McRoberts seconded, to recommend approval of the Conditional Use Permit for the rodeo, campground, and tack shop with the revised conditions stated in the City Planners staff report. All Ayes. Motion carried. The Planning Commission asked Mr. Ramberg to provide the City Council with a revised site plan to Minutes for the Planning Commission May 24, 2000 - Page 2 include additional parking and camping. The Planning Commission requested the City Attorney provide the Planning Commission members a memo on time limits for CUP's and the rights that CUP holders have regarding renewals. The Planning Commission also asked the City Planner to investigate and report back on requirements for handicapped restrooms for recreation events such as rodeos. Conditional Use Permit (Olsen) The Planning Commission held a public hearing to consider the request of John Olson, 14728 Irish Ave. N., to renew his Conditional Use Permit to use 20% of the 7.75 acres he owns in the Agricultural District for processing and storing firewood. The permit was originally issued in June of 1993 for a period of 24 months. The Olsen's have appeared before the Planning Commission and City Council in 1995, 1997, 1998, and 1999 for renewal of the permit. There had been no complaints to the City regarding their operation. The City Planner read the public notice as published in the White Bear Press, then discussed conditions of the special use permit with the Planning Commission and Mr. Ramberg. Of concern was the 24 -month renewal requirement, and the fencing and screening of the exterior storage, which is required under the new ordinance. Puleo opened the public hearing. Norman Danner, 8478 147th St. N., felt Mr. Olsen was very conscientious of his neighbors. John Thomas, 15457 Jeffrey Ave. N., stated he is in the same business and felt they should not be required to come back every year for renewal. The Planning Commission agreed to recommend the Conditional Use Permit be effective for three years. Puleo closed the public hearing. Puleo made motion, McRoberts seconded, to recommend approval of the Conditional Use Permit for processing and storing wood with the revised conditions stated in the City Planner's staff report. All Ayes. Motion carried. Chairperson Puleo called a 10 -minute recess. Buller left the meeting at 9:30 p.m. Conditional Use Permit (Kieger Enterprises, Inc.) The Planning Commission held a public hearing to consider the request of Ed Kieger, Kieger Enterprises, Inc. for a Conditional Use Permit to continue to use their site at 5885 165th Street as an operational base for an environmental clean-up business, including vehicle repair facilities, cold storage, exterior storage of vehicles and equipment, and company offices. The City Planner read the public notice, and discussed his staff report with the Planning Commission. Puleo opened the public hearing. A representative for Fred & Cathy Suess, 5725 165th St N., stated they objected to the noise and light, and cited many instances when they were disturbed by it. Dave Ochs, 5756 165th St. N., stated he was disturbed by the noise all hours of the night. Pam Ochs objected to the constant noise. Minutes for the Planning Commission May 24, 2000 - Page 3 Gary Schoonover, was opposed to the increased traffic and noise caused by the business. The neighbors requested Mr. Kieger conduct no business after 8:00 p.m., and Mr. Keiger expressed willingness to work with the neighbors to resolve the issues. Puleo closed the public hearing. Schumann made motion, Peltier seconded, to table the Conditional Use Permit request to allow issues such as lighting, screening, hours of operation, noise, and other permit requirements to be investigated. All Ayes. Motion carried. Sign Ordinance Amendment Discussion regarding the Conditional Use Permit for Ramberg prompted the Planning Commission to question why a pylon sign would not be appropriate at his location, according to Section 6.61 of Hugo's Land Use Regulations. Puleo made motion, Peltier seconded, to ask the City Council reevaluate, or direct the Planning Commission to reevaluate, the sign ordnance in regard to the requirements in the Agricultural District. After discussion among the Planning Commission members, they felt they needed more time to determine what would be appropriate signs for that district, before any recommendation was made to the City Council. The City Planner offered to provide them some written material on signs for their review. Puleo withdrew his motion, and Peltier withdrew her second.
