HomeMy WebLinkAbout2000.06.28 PC MinutesMINUTES FOR THE HUGO PLANNING COMMISSION MEETING JUNE 28, 2000 Planning Commission Chairperson Stoltzman called the meeting to order at 7:28 p.m. Roll Call PRESENT: Kellison, Kleissler, Malaski, McRoberts, Peltier, Rooney, Schumann City Planner, Dan Cornejo Deputy Clerk, Michele Lindau ABSENT: Puleo Minutes of May 24, 2000 Peltier made motion, Kleissler seconded, to approve the minutes of May 24, 2000, as submitted. AYES: Kleissler, McRoberts, Peltier, Schumann, Rooney ABSTAIN: Kellison, Malaski Motion carried. Wenzel Farms (Joint meeting with City Council) Mayor Stoltzman called to order the joint meeting of the City Council and the Hugo Planning Commission. Council Members present were Barnes, Leroux, and Mayor Stoltzman. Also present was the City Administrator, Mike Ericson. Len Pratt from Pratt Homes, developer of Wenzel Farms, was present along with partner John Peterson from Oakwood Land Development, Inc., Homer Tompkins, Developer of Liberty on the Lake in Stillwater, and Mark Putmann, Landscape Architect. Mr. Pratt shared, with the Planning Commission and City Council, his vision for the development of Wenzel Farms and the surrounding areas. They presented their suggestions for an amended PUD, which was approved by the City Council August 9., 1999. Members of the Council and Planning Commission were very receptive to their idea, which promotes a transgenerational community with narrower street, trails, and neighborly parks. Kellison made motion, Malaski seconded, to direct staff and all City entities to work with the developers on amending their plan. All Ayes. Motion carried. City Council member Barnes made motion, Stoltzman seconded, to adjourn the City Council portion of the meeting at 9:35. p.m. All ayes by the Council. Motion carried. Hugo Planning Commission Meeting June 28, 2000 — Page 2 Conditional Use Permit (Kieger Enterprises, Inc.) Ed Kieger, owner of Kieger Enterprises, requested a Conditional Use Permit (CUP) in the Restricted Industrial District to continue his business at 5885 165th Street N. as an operational base for an environmental cleanup business, vehicle repair facility, cold storage, exterior storage of vehicles and equipment, and company offices. On May 24, 2000, the Planning Commission considered a staff report and held a public hearing on this matter. There appeared to be several unresolved issues: number of accessory buildings, operational issues, and required permits. On June 13, 2000, Ed Kieger held a meeting at the Kieger Enterprises office with many of his neighbors and the City Plan Reviewer, Dan Cornejo. Mr. Kieger provided a revised landscape plan for the Planning Commission to review, which addressed property screening, lighting, and noise. Mr. Kieger expressed his willingness to work with his neighbors to resolve problems regarding his operation. McRoberts felt a two -or three-year review was necessary to ensure the conditions are met and the neighbors are satisfied. Schumann agreed. Rooney made motion, Peltier seconded, to recommend approval of the Conditional Use Permit for Kieger Enterprises with the conditions as stated in the City Planner's report, with the omission of the requirement for a Drainage and Stormwater Management Plan. McRoberts made motion, Kleissler seconded, to amend the motion to require the applicant appear before the City for an initial review and renewal of the CUP in two years and every four years following. Vote on amendment: AYES: Kellison, Kleissler, McRoberts, Schumann NAY: Peltier, Malaski, Rooney Motion carried. Hugo Planning Commission Meeting June 28, 2000 — Page 3 Site Plan Approval (Protective Coatings Technology, Inc.) Planning Commission member Kellison stepped down from the Planning Commission, and alternate member Buller stepped in. Kellison, who is part owner of Protective Technology, Inc., and the general contractor for building the project, presented his plan to the Council. He intends to construct a 30,000 square foot building on the 4.2 -acre parcel of land in the City's Bald Eagle Industrial Park. Mr. Kellison has initiated, and the Hugo City Council had approved, the preliminary negotiation work to purchase the land from the City. Kellison explained that Protective Coatings Technology was involved in waterproofing materials for water tanks and basement walls, and they would be occupying approximately half of the building, and the remainder would be divided into bays for lease. Kellison stated they were in compliance with all city ordinances, and state and federal requirements. Due to time constraints, the City Planner was unable to prepare a complete review on this project and, therefore, stated he was uncomfortable with giving approval of the project. Kellison said they planned on closing on the property the first week in July and begin construction on July 10. He intended his request go to the City Council their first meeting in July, and felt he met the time deadlines for this Planning Commission meeting. Kleissler and Rooney felt it would be premature to recommend approval at this time, and Malaski recalled times in the past, when there were extenuating circumstances, approval was given prior to a formal review. Peltier, who has been on the Planning Commission for several years, stated that it wasn't until recently that plans were reviewed by anyone other than the Planning Commission and City Council. McRoberts made motion, Peltier seconded, to recommend approval of the site plan for Protective Coatings Technology, Inc., subject to implementation of all recommendations coming from staff following a thorough review of the project. AYES: McRoberts, Malaski, Peltier, Schumann NAY: Kleissler, Rooney ABSTAIN: Buller Schumann made motion, Peltier seconded, to adjourn at 11:05 p.m. All AYES. Motion carried.
