HUGO PLANNING COMMISSION
SEPTEMBER 27, 2000
Puleo called the meeting to order at 7:00 p.m.
PRESENT: Kleissler, Malaski, McRoberts, Peltier, Schumann, Puleo, Rooney

Minutes of August 23, 2000
Kleissler made motion, Peltier seconded, to approve the Planning Commission minutes of August 23, 2000, as
submitted.
AYES: Kleissler, Peltier, Schumann, Puleo, Rooney
ABSTAIN: McRoberts, Malaski
Motion carried.
Driveway Ordinance Amendment
The Planning Commission held a public hearing to consider an amendment to the Driveway Ordinance to
increase the maximum permitted driveway width. The current permitted width is 16 feet. Prior to the passing
of the Comprehensive Land Use Regulations in June of 1999, the permitted width was 22 feet. The Planning
Commission had reviewed the driveway ordinance at their July 26, 2000 meeting and recommended by a six to
one vote to leave the driveway width standard at 16 feet. The City Council considered their recommendation
and referred the matter back to the Planning Commission for a formal public hearing.
Puleo opened the public hearing, but there were no comments.
The Planning Commission discussed the neighboring communities' driveway widths, safety issues, lot sizes and
setbacks, and amount of off street parking per lot.
Schumann made motion, Malaski seconded, to recommend changing the driveway ordinance in the urban
residential area, applying only to lots with three or more car garages, to a maximum driveway width of 24', not
to exceed 35% of the lot width with a setback of 15' from the side property line.
Schumann made motion, Malaski seconded, to amend the motion to apply to only areas where there is curb and
gutter.

NAY: Kleissler, Peltier, Rooney

edge of the Right of Way.

Conditional Use Permit (Ramberg)
The Planning Commission held a public hearing to consider the request of Dan Ramberg, 5676 170th Street N,
for a Conditional Use Permit for horse training and boarding facilities on their property. The operation and
facilities provide boarding space for 125 horses. The Rambergs currently have a conditional use permit for a
rodeo and tack shop but not for the horse training and boarding facility because there was question as to whether
it was a principal or accessory use of the property. At the July 2e meeting of the Planning Commission, the
Commission determined that a Conditional Use Permit was not necessary unless there was a change in the
operation. On August 28, 2000, Mr. Ramberg submitted this application, indicating he wanted a Conditional
Use Permit for the horse training and boarding facility.
Puleo opened the public hearing.
Sob LaCasse, 6010 170h St. N., made reference to the Conditional Use Permit for rodeos. He was concerned
about the noise from the sound system. Mr. Ramberg stated he would be constructing a new system.
As there were no other comments, Puleo closed the public hearing.
The Planning Commission reviewed the draft Conditional Use Permit as prepared by the Community
Development Director and discussed the hours of operation, permitted activities on the site, sound, and lighting.
The Planning Commission requested changes to the draft Conditional Use Permit for 5676 170' St. N. with
changes to condition #4 from "kept' to "boarding", adding a list of permitted activities, adding a condition
requiring the number of horses boarded be reviewed at time of sale of the property, and a conditions regulating
hours and operation of lights and sound equipment.
Schumann made motion, Peltier seconded, to recommend approval of the resolution for the Conditional Use
Permit for 5676 1701h as amended.
All Ayes. Motion carried.
Special Meeting Victor Gardens
The Community Development suggested the Planning Commission schedule a special meeting on November 8,
2000 to review the Planned Unit Development Concept Plan for Victor Gardens.

The Planning Commission requested that, prior to the meeting, the plan be reviewed by the Rice Creek
Watershed District and the Park Commission, and that the City Engineer and the Fire Chief be present to answer
questions.
Malaski made motion, Peltier seconded, to schedule a special meeting on November 8, 2000 to consider the
PUD concept plan for Victor Gardens.
All Ayes. Motion carried.
Planning Commission Vacancy
The City Council will be scheduling interviews for the seven Planning Commission applicants. Chairperson
Puleo suggested that he, as well as the Vice Chairperson, be included in the interview process.
