HUGO PLANNING COMMISSION
October 25, 2000
Puleo called the meeting of the Hugo Planning Commission to order at 7:02 p.m.
PRESENT: Kleissler, McRoberts, Peltier, Puleo, Rooney, Schumann, and alternate member Buller

Minutes of September 27, 2000
Kleissler made motion, Peltier seconded, to approve the Planning Commission minutes of September 27, 2000.
All ayes. Motion carried.
Rezoning (12010 Keystone Avenue)
The Planning Commission held a public hearing to consider the request of the City of Hugo to rezone property
located at 12010 Keystone Avenue North from Rural Residential to Residential Service. The site is
approximately 25, 000 square feet in size and is the site of the Keystone Lounge. The property owner attempted
to sell the restaurantibar, but the sale did not go through because of the non -conforming status associated with
the current residential zoning. The City had rezoned the property on June 21, 1999, as part of the overall update
to the Comprehensive Land Use Regulations. Prior to the update in 1999, the property was zoned Concentrated
Business.
The Planning Commission reviewed the staff report prepared by the Community Development Director, and
found that the proposal met all the standards necessary to approve a rezoning, as outlined in the City's
Comprehensive Land Use Regulations.
Puleo opened the public hearing.
Wayne Bjorum, 12515 Keller Ave. N. and Arnie Ecker, 10264 122nd St. N. stated they were in favor of the
rezoning.
As there were no other comments, Puleo closed the public hearing.
Rooney made motion, Peltier seconded, to recommend approval of rezoning 12010 Keystone Avenue North
from Rural Residential to Residential Service in accordance with staff recommendation.

'UD Concent Plan Approval (Victor Gardensl
The Planning Commission held a public hearing to consider the request of Pratt -Amt -Oakwood, LLC, 1611
Hwy 10 NE, Spring Lake Park, MN 55432,for concept plan approval for a Planned Unit Development (PUD) to
be known as Victor Gardens, located north and south of CSAH 8 along Elmcrest Avenue. Pratt -Amt -Oakwood,
LLC, had received PUD and preliminary plat approval on this parcel on September 7, 1999 for a development to
be known as Wenzel Farms. The requested PUD for Victor Gardens would revise and replace the former
Wenzel Farms PUD.
The PUD plan for Victor Gardens, as submitted, consists of approximately 670 housing units including 120
"traditional" single-family homes, 83 "cottage" homes, 26 attached two family dwellings, and 441 attached
townhomes and apartment units. The plan also consists of approximately 185,000 square feet for office, retail,
and institutional uses. The proposed planning and design approach is commonly referred to as Traditional
Neighborhood Development.
The team for Victor Gardens included Len Pratt, Pratt Homes; John Peterson, Oakwood Land Development;
Gene Arnt, Amt Construction; Homer Thompkins, Developer of Liberty on the Lake in Stillwater; Mark
Putman, Putman Planning & Design; and Dwight Jelle, Westwood Professional Services. They answered many
questions from the Planning Commission regarding the proposed development.
Joe McMahon, Hugo Volunteer Fire Department Fire Chief, provided his comments on road widths, and stated
he was not entirely comfortable with the 21' foot one-way street if parking was allowed.
tobin LaCasse, 13905 Elmcrest Avenue, and John Elder, 13920 Elmcrest Avenue, said they were happier with
this development than those they've seen in the past and liked the ideas of sidewalks all through the
development. Additionally, they were satisfied with the proposed alignment and vacation of a portion of
Elmcrest Avenue.
Peltier made motion, Buller seconded, to table Victor Garden, continue public hearing on November 8, 2000,
and adjourn this meeting at 9:45 pm.
