HUGO PLANNING COMMISSION
December 20, 2000
Chairman Puleo called the meeting of the Hugo Planning Commission to order at 7:01 p.m.
PRESENT: Malaski, McRoberts, Puleo, Rooney, Schumann
(Kleissler arrived at 7:05, and Buller arrived at 7:14)

Minutes of November 8, 2000
Schumann made motion, Rooney seconded, to approve the Planning Commission minutes of November 8,
2000, as submitted.
Thanks from the Mayor
Mayor Walter Stoltzman extended his thanks and sincere appreciation to the Planning Commission for their
work during his term. Mayor Stoltzman's term ends December 31, 2000.
Conditional Use Permit -Hugo Elementary
The Planning Commission held a pubic hearing to consider the request of White Bear Lake Public Schools,
Independent School District 624, for a Conditional Use Permit for six temporary classroom buildings at Hugo
Elementary School located at 14895 Francesca Avenue North.
The Community Development Director reviewed the staff report and draft Conditional Use Permit with the
Planning Commission.
Chuck Corlis from the White Bear School District was present to answer questions. When asked what the
School District's options were, he said they could increase class size, move kindergarten or fifth grade classes to
another school, or bus children to schools in the southern part of the White Bear Lake School District where
there is decreasing enrollment.
Corlis, the Planning Commission, and the Community Development Director discussed road requirements, fire
safety requirements, parking requirements, and the necessity of the additional classroom space.
Puleo opened the public hearing.
Mayor Stoltzman said he had conversations over the past years with Barbara Kearns, Principal at Hugo
Elementary School, regarding increasing enrollment at the school, which stoltzman said was a result of
developments the City had approved. He stated that the school gives the community a stronger identity and
helps hold the community together, and felt the City should be gracious and flexible towards the Districts efforts

to provide for additional classroom space.
There were no other comments, and Puleo closed the public hearing.
Schumann made motion, Malaski seconded, to approve the Conditional Use Permit for temporary classrooms at
the Hugo Elementary School, adding a condition to allow for the Planning Commission to review the CUP in
2005, and to include the 7h building to be used to accommodate support facilities.
All AYES. Motion carried.
Update on Long -Range Planning Proiects
The Community Development Director provided the Planning Commission with a list and time line for the
following community development projects: Everton Avenue, Community Charette, Comprehensive Plan
Update, and Zoning Ordinance Update.
Wildlife Urban Interface Proiect
Peggy Sand from the Department of Natural Resources (DNR) spoke to the Council about the Wildlife Urban
Interface Project. Sand explained the DNR's desire to work with the City in creating land development and
management tools to better incorporate natural resource conservation goals.
McRoberts made motion, Buller seconded, to encourage interaction between developers and the DNR.
