The Hugo Planning Commission was called to order by Chairperson Peltier at 7:05PM.
PRESENT: Waller, Harrison, Schumann, Malaski, Kellison, Pelteier
ABSENT: Rubenzer
Motion made by Schumann, seconded by Kellison to approve the minutes of February 19, 1997 as
amended.
AYE: Waller, Schumann, Kellison, Peltier
ABSTAIN: Malaski, Harrison
Motion passed.
Sydney Harrison took the oath of office for Planning Commissioner for a term expiring 12-31-97.
SPECIAL USE_PERMIT - BILL BARRETT
Dr. Bill Barrett is requesting site plan approval for an addition to the commercial office building at 5673
147th St. The intent is to construct a 3000 square foot addition to the existing 4000 square foot Hugo
Chiropractic Clinic Building. The proposed addition is designed to extend the existing front and rear
building lines, provide a unified exterior appearance, and utilize an integrated awning design. The
application involves three variances and an SUP for a clock tower/sign. This request was tabled from the
February 19, 1997 meeting.
Mr. Doug Frances, Rust Architects represented Dr. Barrett. Questions were raised again regarding roof
runoff from the proposed building to the adjacent property on the south, parking lot drainage, depth of the
parking spaces, and encroachment along Highway 61.
Motion made by Kellison, seconded by Peltier to table this request until April 23, 1997, to address the
following questions:
1. Runoff from parking lot to storm drain.
2. Drainage from the roof.
3. Elimination of parking spaces 1 and 19 and relocation of the proposed clock tower to decrease or
eliminate the variance requested on the west.
All aye, motion passed.
REZONING REOT - GARYLA CASSE
Gary LaCasse is requesting to rezone his 3 acre property at the southeast corner of 170th St., and Forest
Blvd., from agricultural to industrial. The purpose of the rezoning and special use permit would be to
construct and allow a 42' X 80' garage for his truck repair business. A general repair shop is allowed in
the industrial district by Special Use Permit. The property currently contains a single family residence, a
960 Sq. Ft., garage and a 2736 Sq. Ft., pole barn. Mr. LaCasse stated he and his wife are the only
employees and he is not a manufacturing business. He stated he does all aspects of truck repair
(mechanical and body work). He has repaired Alpine Insulation, garbage and dump trucks, and
construction equipment.

Mr. LaCasse stated that Rice Creek Watershed was reviewing the request that evening and no permit was
going to be required to his knowledge.
Commissioners Kellison and Malaski opposed the request citing that there are no public utilities to the site,
the comp plan proposes the area commercial, the request constituted spot zoning, and industrial zones do
not allow residential uses.
Motion made by Kellison, seconded by Malaski to recommend denial of the request to rezone 16953 Forest
Blvd., from Agriculture to Industrial, and denial of the Special Use Permit based on the reasons stated
above.
AYE: Malaski , Kellison
NAY: Waller, Harrison, Schumann, Peltier
Motion failed.
The applicant opposed the suggestion that this request be tabled until April.
Motion made by Peltier, seconded by Waller to forward this request for rezoning and a special use permit
to the City Council without a recommendation.
AYE: Waller, Harrison, Schumann, Peltier
NAY: Malaski, Kellison
Motion passed.
DOWNTOWN PLAN DISCUSSION
Discussion on the downtown plan included the proposed four lane roadway (Forest Blvd.), development of
the east side of the roadway being phase 2 or 3, not showing city hall on the plan, identifying developers
before proceeding with the plan, and keeping the open space east of the freeway. In addition,
Commissioner Kellison felt the plan may be too optimistic being located between White Bear Lake and
Forest Lake downtown areas, not being able to capture a large enough share of the market, being too close
or far from 35E, and the difficulty in developing the west side of Highway 61 as experienced in White
Bear Lake.
The Planning Commission would like to schedule a joint meeting with City Council to further discuss the
plan.
ZONING ORDINANCE DISCUSSION
Discussion on the proposed zoning ordinances revision was scheduled for Wednesday April 30, 7:OOPM,
Hugo City Hall.
Motion made by Schumann, seconded by Peltier to adjourn at 9:40PM.
