PRESENT: Waller, Harrison, Schumann, Rubenzer, Malaski, Kellison, Peltier Ed Elliott, Carole LaBelle Motion made by Schumann, seconded by Peltier to approve the minutes of March 26, 1997 as amended. AYE: Waller, Harrison, Schumann, Malaski, Kellison, Peltier ABSTAIN: Rubenzer SPECIAL USE PERMIT - BARRETT Dr. Bill Barrett has requested a special use permit, site plan approval, and variance to construct a 2800 square foot addition, clock tower, and parking area on his site at 5673 147th St. This issue was tabled from the February and March meetings in order to have several questions answered. Dr. Barrett stated that the roof drainage on the addition will be directed by scuppers on the east side of the building to the north sewer basin. Stormwater drainage will be directed to the sewer at the northeast corner of the property. He also indicated that MNDOT had no objection to the proposed location of the clock tower as it does not obstruct the view from 147th St. Motion made by Schumann, seconded by Rubenzer to recommend approval of the special use permit, site plan approval, and variance for the above specified construction subject to the following conditions: 1. Engineers approval of the stormwater and roof water runoff proposal. 2. To allow the parking space in the northwest corner of the site if approved by the city engineer. Minutes - 4-23-97 Page 2 INDUSTRIAL SITE PLAN - GLAMOS FAMILY PARTNERSHIP The Glamos Family Limited Partnership, Inc., is requesting to revise the existing industrial site plan to accommodate a 30,000 square foot building addition to the north side of the existing 40,000 square foot, industrial building. The property is located in the Peloquin Industrial Park at 5564 152nd Street. The property is zoned and guided industrial. The proposed addition is planned to match the existing building. The applicant has stated that the expansion involves no new employees. Commissioners expressed concern regarding the unmatched exterior of the existing building, piles of debris on site, lack of landscaping, lack of curb and gutter, and proposed improved roadway. Paul Glamos stated that RCWD has required them to increase the ditch adjacent to Highway 61 by .2 acre feet setting the elevation at approximately 924. Glamos' stated that the exterior of the building would be improved and match the existing construction, creating a uniform appearance. They also agreed to landscape improvements on site. Motion made by Kellison, seconded by Malaski to recommend approval of the site plan for Glamos Family Parnership, 5564 152nd St., subject to the following conditions, to be completed as part of the construction process: 1. Remove the debris scattered on site. 2. Class 5 base applied to the driveway surface on the east side and dock area of the building. 3. Eliminate or relocate the propane tank. 4. Reside or paint the building within one year of completion of the proposed construction to create a uniform appearance. 5. Approval from RCWD and compliance with conditions. 6. Financial guarantee to ensure paving, landscaping, and roadway improvements following the public improvements to 152nd St., and the industrial park. AYE: Waller, Harrison, Schumann, Malaski, Rubenzer, Kellison NAY: Peltier Motion passed. Ed Elliott briefly reviewed the draft Bald Eagle Industrial Park Development Plan. Commissioners Peltier and Schumann suggested a seven member committee be created. Commissioner Waller invited the Commission members to the park planning meeting on Saturday April 26, 1997, at the Hugo Elementary School, from 9 AM to IPM. P.C.
