The regular meeting was called to order by Chairperson Peltier at 7:OOPM.
PRESENT: Waller, Harrison, Schumann, Rubenzer, Malaski, Kellison, Ed Elliott

Motion made by Schumann, seconded by Kellison to approve the minutes of April 23,
1997, as amended.
All aye, motion passed.
The Planning Commission requested city staff provide them with information regarding
the construction and legality of the building being constructed at the southeast
intersection of Highway 61 and 170th Street (LaCasse).
REZONING - KANE
The applicant is requesting to rezone the 2.0 acre parcel on the northeast corner of T.H.
61 and CR4 from agriculture to limited business for the purpose of relocating his
landscape business, Lakes Landscaping and Design, from his present Forest Lake
location. The site plan includes a business office and storage building.
Mike Kane, Lakes Landscaping and Design, stated that they are proposing a Morton
Building for storage of their equipment (bobcat, loader, tractor, dumptrucks, pick up
truck, etc.), and an office for a designer. They will not be selling retail at this site and
there will be no stockpiling. Mr. Kane stated that they may wish to include limited block
and edging sales in the future. The site will include cyclone fence with privacy slats in
the rear of the property. No perc tests have been done on the site.
General concensus was that this was compatible with the surrounding uses and that this
was a less intensive use than other possible zones. The question was raised whether
"part" of a building could be considered an accessory use. It was also noted that the LB
district does not allow retail sales.
Motion made by Kellison, seconded by Peltier to recommend approval of the request of
Mike Kane/National Propane Corp., to rezone approximately 2 acres located at the
intersection of Highway 61 and 170th Street from Agriculture to Limited Business.

SUBDIVISION - PRELIMINARY REVIEW (COLONNA)
Manny Colonna, requested input from the Planning Commission regarding the possible
subdivision of his 41 acre site as a Planned Unit Development. His proposal is to create
two, 2 1/2 acre lots. Colonna's property is located north of 170th Street, between
Elmcrest and Farnham Avenues.
Mr. Colonna will return with his formal application.
SUBDIVISION - PRELIMINARY REVIEW
Mr. Jim Schilling presented a preliminary plan to the rezone and subdivide approximately
78 acres, located east of Highway 61 and south of 130th St., into 130 homesites
including townhomes and single family residences. The property is currently zoned
agriculture. Charlie Melcher, engineer for the proposed project stated that they have been
in contact with Rice Creek Watershed District regarding mitigation for crossing the
wetland on site. Information provided to him, from WSB, indicated the drainage from
the site flows to the east and then south, although Chairperson Peltier disagreed with this
evaluation. The developers suggested the Planning Commission visit Sunrise River
Estates, in Wyoming, Minnesota to see the type of subdivision proposed for Hugo.
The Planning Commission postponed discussion on ordinance review until another date.
Motion made by Kellison, seconded by Waller, to recess the meeting until June 10, 1997,
7:OOPM.
