MINUTES FOR THE HUGO PLANNING COMMISSION SUBCOMMITTEE MEETING OF <br />9/10/97 <br />The meeting was called to order by acting Chairperson Sandy Malaski at 7: IOPM. <br />PRESENT: Waller, Schumann, Malaski <br />Park Planning Consultant, Dave Wanberg <br />At the direction of the Planning Commission, a subcommittee meeting was called to <br />discuss park plans for the proposed Beaver Lake Estates subdivision. Tim Agness, <br />member of the Parks Committee, had previously suggested that the park be located near <br />130th Street for accessibility. Alice Waller felt that 130th Street was too dangerous <br />because of the high rate of vehicle speed and the probability of children on bicycles. <br />Waller felt that the park should be located to the south where it could expand into a larger <br />and better park for the City. Dave Wanberg stated that a park was needed in this area, <br />with no location identified at this time, and recommended that parks be between five and <br />15 acres in size. Mr. Wanberg did state that "tot lots" were not desirable, and there was a <br />need for more ballfields, soccer fields, and basketball courts. He also warned about <br />landlocking the area thereby eliminating any future expansions. There was some <br />discussion of changing the ordinance to read "7% of buildable land" rather than "7% of <br />gross area". Alice Waller felt the ordinance was worded appropriately, and everyone <br />agreed that the rules are for everyone and should be complied with. Regardless of who <br />builds the park, the City would be liable for accidents occurring at the park. Inspections <br />and enforcement of standards at the park was also a concern. <br />Malaski made motion, Waller seconded, a recommendation that the City enforce <br />Subdivision 290-13, Subd. B-3, and since the City has no Park Plan or park infrastructure, <br />that any park facilities be constructed by the City, when appropriate. <br />All aye. Motion Carried. <br />The Commission agreed that once a park plan has been approved for a subdivision, that no <br />changes be made to the plan. When a developer makes application for subdivision, they <br />should be informed from the beginning of park requirements. <br />Malaski made motion, Waller seconded, to adjourn at 8:04PM. <br />All aye.
