HomeMy WebLinkAbout1998.02.25 PC MinutesMINUTES FOR THE PLANNING COMMISSION MEETING OF 02-25-98 The meeting was called to order by Chairman Peltier at 7:15PM. PRESENT: Puleo, Schumann, Peltier ABSENT: Rubenzer, Kellison, Malaski, Harrison Schumann made motion, Peltier seconded, to approve the Planning Commission minutes for January 28, 1998, as submitted. All aye. Motion Carried. MINOR SUBDIVISION (STORM/CHALUPSKY) Mr. Grover Storm, 8047 132nd St. N., the property owner, and Mr. Lloyd Chalupsky, 8010 130th St., property buyer, have requested a minor subdivision to divide a 14.2 acre parcel into two lots, one of approximately 10 acres, the other, 4.08 acres. The property is zoned RR2. The RCWD has reviewed and approved the subdivision, and the septic field locations have been approved by the Washington County Department of Health and Land Management. The 4.08 acre lot is under the required minimum lot size of 5 acres in the RR2 zoning district, and the larger 10 acre parcel has approximately 170 ft of public road frontage, where 300 ft is required. The applicants have requested a variance to allow the smaller road frontage on the 10 acre parcel, and the smaller lot size for the 4.08 parcel. Chairperson Peltier opened the hearing for public comment. Mr. William Kujawa, 12930 Homestead Drive, presented the Planning Commission with a petition, signed by 19 residents living along Homestead Drive, Henna Avenue, and 132nd Street, requesting that the subdivision be denied since both lots do not have the required the 300' of road frontage. Mr. Allen Schmidt, 7701 132nd Street, objected to the variances for road frontage and substandard lot size. Mr. Doug Meslow, attorney for Grover Storm, stated that Mr. Storm owns the property, and is selling the property to Mr. Chalupsky on a contract for deed, and the Mr. Storm had no objection to the two -lot subdivision of the property. Following further discussion regarding the potential location of the driveway on the site, and the potential for further subdivision of the 10 acre site into two lots, the following motion was made: Schumann made motion, to recommend approval of a two -lot subdivision of the parcel subject to the 4.08 acre parcel being expanded to meet the minimum 5 acre lot requirement for the property's zoning classification, and to rearrange the frontage between the two parcels so that the smaller 5 acre parcel would have approximately 300' of road frontage, and the large 9 acre parcel would have approximately 250' of frontage. All aye. Motion Carried. Planning Commission meeting of February 25,1998 Page 2 Preliminary Plat (Beaver Creek Development) J.R. Land Development Company, 29026 Hillcrest, Stacy MN, has requested a preliminary plat by Planned Unit Development (PUD) for approximately 80 acres located in the SE quadrant of Forest Boulevard and 130th St. in order to allow 33 single family home lots and one outlot. This is their first phase in developing the property. This matter was subject to public hearing before the Planning Commission at their regular meeting of December 17, 1997. Action on the request was tabled until tonight's meeting in order to allow additional information be prepared by the developer. The PC reviewed written comments from the MNDOT and the City Engineer. The City Administrator had prepared draft findings and recommendations for discussion. Tom Jackson stated his concern that adequate sewer, water, and street service be provided to property owned by him and members of his family, located between the development and TH61. Kevin Peltier asked questions regarding location of the lift station to serve sanitary sewer needs to the area, and other storm water management issues. Puleo made a motion, Schumann seconded, to adopt the draft Finds of Fact and recommendations subject to the following changes: 1. The Findings should clearly indicate this is a PUD. 2. An additional recommendation is to be made that the property owned by the Jacksons, between the plat and TH61, is to be adequately serve by sanitary sewer and water service from the Beaver Ponds development. VOTING AYE: Puleo and Schumann ABSTAINED: Peltier Motion Carried. Concent Plan (Hugo Town Homes) Mr. Paul J. Keleher, representing Armstrong Construction Company, 717 - 1 st Street SW, New Brighton, MN., presented a concept plan for development of approximately 22 acres located on the SE Quadrant of Forest Boulevard and County Road 8 (behind Nadeau's). Armstrong Company is considering the construction of approximately 70 townhome units and three single family residences on the site. Mr. Keleher stated his belief that the townhome development would be a good transition between the single family residential to the east, and the commercial development along TH61 to the west. Schumann and Peltier indicated that generally such use of the property is acceptable, but that they want to insure there is at least two accesses to the site for public safety purposes. Planning Commission meeting of February 25, 1998 Page 3 CONCEPT REVIEW (PRATT HOMES) Mr. Leonard W. Pratt, 4225 White Bear Parkway, Suite 100, presented the PC his concept for the development of approximately 270 acres currently owned by Rosemary Wenzel, along CR8 and Elmcrest Avenue. Mr. Pratt indicated his interest to develop approximately 17 acres along CR8 for commercial and industrial purposes, and an additional 145 acres, with approximately 91 townhomes and 178 single family lots (gross building density of 1.85 units per acre). Approximately 34 acres of the site will remain open for large ponding areas and wetlands. The PC generally indicated that such a project would be acceptable to them, but expressed their concern that no cul-de-sac should exceed the 600' allowed by ordinance. DOWNTOWN REDEVELOPMENT PLAN The PC reviewed a letter received from Fred Hoisington of the Hoisington Koegler Group, dated December 11, 1997, regarding modification to the City's Downtown Redevelopment Plan. Schumann made motion, Peltier seconded, to approve Mr. Hoisington's recommendations in the letter, except that Item #3 should be changed to read: "expand Phase 2 to include the houses on the east side of TH61 ", and directed staff to present the revisions to the City Council for their approval. VOTING AYE: Peltier and Schumann ABSTAINED: Puleo Motion Carried. Schumann made motion, Peltier seconded, to adjourn at 10:05PM. All aye. Motion Carried. Robert A. Museus City Administrator
