The meeting was called to order by Chairperson Peltier at 7:10 PM.
PRESENT: Peltier, Rubenzer, Schumann, Kellison, Harrison, Puleo
ABSENT: Malaski
Kellison made motion, Rubenzer seconded, to approve the Planning Commission minutes of March 25,
1998, as submitted.
All AYES. Motion carried.
Harrison made motion, Kellison seconded, to approve the Planning Commission minutes of April 1, 1998,
as submitted.
AYES: Peltier, Rubenzer, Kellison, Harrison, Puleo
ABSTAIN: Schumann
Motion Carried.
Chairperson Peltier appointed Schumann as the Acting Chairperson for the evening.
MINOR SUBDIVISION (PRESTO
Barb Strusinski, 9209 180th Street, and Mr. Gerald M. Preston, P.O. Box 120306, Tyler, TX, requested a
minor subdivision of their property located on 180th Street, east of Inwood Avenue in the NE 1/4 of the
NE 1/4 of Section 2, consisting of approximately 29.9 acres. The property is zoned Agricultural. They
requested to subdivide the property into one 13.4 acre parcel, and one 16.5 acre parcel, both of which meet
the minimum lot size and road frontage requirements of the City. The proposed parcel B contains the
existing home on the property.
Schumann read the public notice as published in the White Bear Press on this matter, then opened the
meeting for public discussion.
Rice Creek Watershed District approval had not yet been granted as the Prestons were on their agenda for
this same night. Schumann stated there were a number of details he felt the Watershed District would be
wanting to address.
Schumann inquired where the driveway would be and Strusinski said it would be around the wetland, not
over it.
Puleo motioned, Rubenzer seconded to approve the subdivision under the following conditions:
1. Payment of the parkland dedication fee for the newly created lot.
2. Approval of the septic system location for parcel A by Washington County
3. Approval of the subdivision and site development plan by the Rice Creek Watershed District
4. Certification of the regulatory flood protection elevation and minimum first floor elevation for
parcel A, by a registered professional land surveyor.
All AYES. Motion carried.
REQUEST FOR PUD (WAUGHS PRESERVE)
Mr. Scott Montgomery, 4910 Highway 61 N., and Edward and Grace Waugh, 14032 Flay Avenue,
requested a Planned Unit Development for approximately 11 acres of property located in the N1/2 of the
NW 1/4 of Section 29, generally located in the SE quadrant of County Road 8 and TH61, behind Nadeaus
Market. The property is zoned RB. The applicants had requested to build 62 townhomes on the site

Schumann read the public notice published in the White Bear Press on this matter, then opened the
meeting for public discussion.
Art Thomquist, 5649 - 142nd Street N., questioned the type of housing they were proposing to build.
In answer to this and other anticipated questions, Paul Keleher, project manager, provided a concept plan
presentation.
Planning Commission inquired about the traffic flow. He replied the entrance would be on 140th Street,
and would be a public road with private roads circling around the development. Nadeaus access would be
incorporated to prevent the crossing of the ditch. The length of the main street would be 800 feet to the
intersection of the private drive.
A resident on 134th St. expressed concerns about the road connecting to the Country Ponds Development,
possibly at 137th Street.
Planning Commission replied future development and roads would be dependent on acquiring and
developing the Arcand property south of the said development, which would allow access to TH61.
There were concerns of the increase in traffic at the intersection of 140th and TH61 should more land be
developed without another access to TH61. It is suspected a signal will be at the intersection within 3-5
years.
Walkways in the development were addressed and it was felt that a ten foot wide trail in a 60 foot
easement would be too tight. As the proposed development was not part of the City's designated trail
system, a five foot (5') wide sidewalk would be acceptable.
Harrison suggested that the developer consider their choice of plantings to ensure the plants are hardy in
Minnesota.
Rubenzer asked about proposed parks.
The developers replied, they felt the units would probably attract adults without children, where parks and
picnic area would be preferred over playgrounds. At the time 50% of the units are sold, the developer will
conduct a survey of existing residents and determine the types of park needed.
Rubenzer motioned, and Kellision seconded, to adopt the Findings of Fact and Recommendations for the
Waugh Preserve P.U.D., as ammended.
All Ayes. Motion carried
REQUEST FOR SUBDIVISION (CLEARWATER CREEK-INDYKIEWICZ
George A. Indykiewicz, 1920 West Highway 96, Arden Hills, and Backes Companies, 7026 Brooklyn
Boulevard, requested preliminary plat approval for a development known as Clearwater Creek Preserve.
The property is currently zoned as Single Family Unit and consists of approximately 165 acres located
along the west side of TH61 in the NE 1/4 of Section 17. The applicants requested a 220 single family lot
subdivision.
Schumann read the public notice as published in the White Bear Press on this matter, then opened the
meeting for public discussion.
Jeff Shopek, Loucks and Associates, Dennis Backes, developer, and Indykiewicz, property owner
presented their plan. They began by stating 40 acres of the 165 acres is wetland, making the property
difficult to develop. Most lots would have open backyards, and ponding in the area would keep water at
existing levels. They feel their intent to fill in 2.4 acres of existing wetland, and create 9 acres of wetland
would enhance the present state of the land.

Due to MN DOT constraints, there would be only one access off TH61, which would be widened with
acceleration and deceleration lanes. The County has recognized the entrance over the trail as an existing
crossing. The entrance would be doublewide with a median.
All lots would have public utilities.
Ron Rossel, 155044 Forest Boulevard, wondered why they would dig a hole on outlot B, which is already
on level ground, and also expressed concerns of roads ending near his property, saying it could not be cul-
de-saced without diminishing adjoining lot sizes.
Aplikowski asked where the sewer would go in relation to his property. The City Administrator replied
that it could be serviced by this main, but there were no plans as of yet.
Schumann asked what the time line was on utilities. Shopek said the would like to start grading in May
and hopefully get in sewer and water my mid -summer.
Kellision expressed concern of the length of the cul-de-sac road being greater than the allowed 600'.
A resident asked what the price range on the homes would be and was told it would be in the range of
170's - 180's.
Shopek asked if cash in lieu of parkland dedication would be a problem. The City Administrator stated it
would be in accordance with the City's Park Plan.
Kellison suggested reducing the road length to 600 feet on temporary cul-de-sacs until roads go through
Shopek would like to join efforts with the City to persuade MN DOT to allow two accesses into the
development off TH61.
The proximity of the Bald Eagle Industrial Park to the development was discussed and it was determined
that it was far enough away and did not warrant screening.,
Kellison make motion, Harrison seconded, to approve the development subject to conditions and
recommendation found on the revised Findings of Fact.
All Ayes. Motion carried.
REQUEST FOR SUBDIVISION (ONEKA LAKE VIEW)
Marvin and Yvonne Christianson, 6178 Oneka Lake Boulevard, and North Suburban Development, Inc.,
1333 Osborne Road, Spring Lake Park, requested to subdivide by Planned Unit Development 20.9 acres
into 95 townhome sites.
Bill and John Gleason, Eagle Crest NW, presented their plan to build four unit buildings with five units
per acre, which they feel would be affordable as senior housing. The main road would not be a City road
but would be a 7 ton street with driveways that would come off that. Streets would be owned by the
association and association fees would take care of lawns, exterior upkeep, and garbage.
Schumann encouraged questions/comments from the public.
Ron Gray, 6275 Oneka Lake Blvd., felt these units would be acceptable in the area but would like to see a
cul-de-sac to restrict access to Oneka Lake Boulevard.
Joe Marier, 5566 145th Street, would like to see the roads coordinate with other property owners' plans
for the area.

A representative of North Surburban Development stated they were in process of making a purchase
agreement with Greenwaldts for their property, and had spoke to other property owners regarding the
same. They understood the need for 150th to tie into TH61.
Discussed also was the repeated concern of the water pressure for fighting fires.
Rubenzer made motion, Schumann seconded to approve the Planned Unit Development subject to
conditions and recommendation found on the revised Findings of Fact.

Motion carried.
Sydney made motion, Rubenzer seconded, to adjourn at 10:15 PM.
