HomeMy WebLinkAbout1998.07.22 PC MinutesMINUTES FOR THE PLANNING COMMISSION MEETING OF 7-22-98 The meeting was called to order by Chairperson Peltier at 7:12 PM. PRESENT: Peltier, Schumann, Harrison, Puleo Deputy Clerk, Michele Lindau ABSENT: Rubenzer, Kellison, Malaski, Schumann made motion, Puleo seconded, to approve the Planning Commission minutes of June 24 ,1998, as submitted. All AYES. Motion carried. GREENWALDT (ONEKA LAKE VIEW EAS Philip and Mary Greenwaldt, 6232 Oneka Lake Blvd., and North Suburban Development, 1333 Osborne Road, Spring Lake Park, requested to subdivide 12.6 acres into 27 twinhome lots. The property is generally located on the north side of Oneka Lake Blvd., and east of the previously -approved Oneka Lake View development. The property is located in the SFU zoning district of the City, where duplexes are allowed as a special use, and guided for urban residential development in the City's Comprehensive Plan. Schumann read the public notice as published in the White Bear Press. The Planning Commission received, from North Suburban Development, the modified plan reflecting their decision to plat the Development through the Planned Unit Development process. Bruce Kerber, North Suburban Development, and Ken Gust, Ken Gust Engineering, explained their need to modify the plan to a Plan Unit Development was due to the inability to meet the setback requirements. Schumann asked if this plan was to be phased and Kerber told him it was. Peltier asked specific question pertaining to unit entrances. Mr. Kerber explained the two entrances on Oneka Lake Boulevard would be temporary until 150th was built, and then the road would become a cul-de-sac. Schumann asked if application was made to Rice Creek Watershed, and Mr. Gust informed him the application was prepared but not yet submitted. Peltier opened the public hearing at 7:22PM. Ron Gray, 6275 Oneka Lake Boulevard, would like a berm, trees planted, to lessen the effect of the headlights from vehicles exiting the development onto Oneka Lake Blvd. He also inquired on the lot size, feeling there was no yard space to accommodate families. Mr. Gray would also like to see a bike path to tie into the path that area residents are asking the developers of Sweet Grass Meadows to build, and he asked what the targeted market would be. Bruce Kerber responded saying they could put in berming and there will be 52' between the Cul-de-sac and Oneka Lake Boulevard when 150th is built and the road is cul-de-saced. He is unsure how the homes will be marketed. Schumann inquired if their plan was flexible enough to allow a bike path on the proposed 150th Street, and Kerber responded saying 150th Street will be wide enough for a bike path and enough room for a sidewalk. Gray feels there are too many issues dependent on 150th Street being built and he would like to see sidewalks be a part of the development plan. Minute for the Planning Commission July 22, 1998 - Page 2 Schumann explained the newly created Parks, Recreation, and Open Space Committee and suggested they leave enough flexibility in their plan to work with them to incorporate sidewalks. Kerber feels with the increase in the park dedication fee should be sufficient for the City to build the sidewalks as there is plenty of easement right-of-way. Joe SanCartier, 15125 Greene Avenue N., stated the Master Park Plan does designate Oneka Lake Boulevard to have a bike trail. He feels this should be implemented while they're building as they would provide a safe way for children to get around and prevent them from playing in the streets Schumann asked if they had a water plan, and if the issues had been resolved. Mr. Kerber said the Watershed District, The Corps of Engineers, and the DNR have all visited the site and are aware of the issues involved. Kerber has met with the Water Engineer and he feels that most water issues have been resolved. Kerber, with past experience working with the County, stated they probably will not decrease the speed until a new traffic count was taken and shown to have increased. Peltier closed the public hearing at 7:50PM. Schumann feels there are many issues from the City Engineer that need to be satisfied. Peltier asked about the ponds and where the water would be draining. Gust said Willenbring was working on it, and Kerber ensured the water will be the same as predevelopment rate. Peltier wanted assurance Rice Creek Watershed would be doing frequent inspections while work was in progress. Schumann made motion, Puleo seconded, to recommend approval of Oneka Lake View East on the condition berming was done on Glenbrook Way and all engineering and staff recommendations were met. AYE: Puleo, Harrison, Schumann NAY: Peltier Motion carried. HARVIEUX (SPECIAL USE PERMI Michael and Patricia Harvieux, 8460 130th Street, requested a Special Use Permit to construct a 36' x 60' pole barn (2,160 sq. ft) exceeding the 1,800 sq. ft allowed in the RR2 district by ordinance. As proposed, the building will exceed all setback requirements of the City. Scuhmann read the public notice as published in the White Bear Press. Patricia Harvieux explained their intentions to store farm machinery, hay, and recreational equipment in the building. A member of the Planning Commission asked if the loafing shed would be coming down and Ms. Harvieux responded that was what the Building Inspector wanted. Schumann felt that a loafing shed was beneficial to the health of a horse, as did Puleo, who added that a lot of equipment is needed to take care of horses and larger parcels of land, and some people have no where to store these items. Puleo motioned, Peltier seconded, to recommend approval of the Special Use Permit as requested and to allow the loafing shed to remain. All AYES. Motion carried. Minute for the Planning Commission July 22, 1998 - Page 3 PARKS COMMISSION APPOINTMENT Hugo City Council adopted the ordinance establishing a Parks Committee for the City of Hugo on July 20, 1998. A member of the Park Committee needed to be appointed as a representative from the Planning Commission. Schumann made motion, Puleo seconded, to appoint Harrison as the Planning Commission representative. All AYES. Motion carried. Dave made motion, Puleo seconded, to meet at TOOPM, August 12, 1998, to continue review of the draft comprehensive land use regulations. All AYES. Motion carried.
