The meeting was called to order by Chairperson Peltier at 7:04 PM.

Schumann made motion, Peltier seconded, to approve the Planning Commission minutes of September 23,
1998, as submitted.
All AYES. Motion carried.
Schumann made motion, Peltier seconded, to approve the Planning Commission minutes of October 14,
1998, as submitted.
All AYES. Motion carried.
Schumann verbally requested that his application for rezoning and subdivision be withdrawn until further
notice.
Special Use Permit Renewal- End Zone
Adrian Kramarczuk, representing Classic Holdings, Inc., 13891 Forest Boulevard, requested to renew the
special use permit for construction of two 60' X 120' ice rinks behind the End Zone Bar. Classic
Holdings operated the broomball rinks during the 1997-1998 season. The City had received no
complaints regarding their use.
Schumann read the public notice as published in the White Bear Press.
Peltier opened the meeting for public comment but there was none.
Harrison made motion, Puleo seconded, to recommend approval of the special use permit for Classic
Holdings, D.B.A. End Zone Bar and Grill, as conditioned and in accordance with the approved site plan
dated December 1, 1997.
All AYES. Motion carried.
Special Use Permit - McKelle
Richard E. and Rhonda M. McKellepp, 16177 Harrow Ave. N., requested a special use permit to build a
150' X 70' indoor riding arena on their property at the above address. The accessory building proposed
would consist of 10,500 square feet where 3,600 square feet is allowed by ordinance. The site consists of
10 acres and is zoned for agricultural use. The proposed indoor arena would be attached to the existing
36' X 56' barn on the site and meet all setback requirements.
Peltier read the public notice as published in the White Bear Press, and opened the meeting for public
comment.
Richard McKellepp explained where the arena would be located on the property and assured it would be
for personal use only. An indoor arena would provide an opportunity for a family member to pursue a
career in rodeo riding.
Puleo questioned the dimensions of the arena, and McKellepp said the length of the building would be
dependent on the financing available to them, and the largest they would construct would be 10,500
square feet.

Dick Claybaugh, 16011 Harrow Ave., has no objection to the arena since he feels the McKellepps are
decent neighbors and will construct something aesthetically pleasing.
Schumann read a letter, dated October 15, 1998, from Jerome Rupkus, 16315 Harrow Ave. N., requesting
the Planning Commission and City Council act favorably on this request since he feels the McKellepps are
good neighbors and the arena would cause no negative impact on the area.
Harrison asked how many horses would be on the site, and McKellepp said they had four horses at present
and did not plan on boarding more horses there.
Puleo asked the McKellepps if a portion of the arena would be used for storage and was told they may at
some time store hay and equipment there temporarily.
Puleo made motion, Peltier seconded, to recommend approval of the special use permit for a indoor riding
arena.
All Ayes. Motion carried.
Special Use Permit - Hugo Feed Mill
T. J. Marier, 5582 146th St. N., requested a special use permit to construct an advertising sign for the
Feed Mill on a vacant parcel of property he owns separate from the Feed Mill site.
Steve Marier, representing the Hugo Feed Mill, explained the construction of the sign saying it would be
19.5' high with a double sided illuminated sign, white with black lettering. The sign would be located in
the concentrated business district of the City and at least 100' away from all residentially zoned property.
Harrison made motion, Schumann seconded, to approve the special use permit with the following
conditions:
1. No sign shall be placed where it blocks the view of a public street from access to that street.
2. The sign and supporting structures shall be maintained in a safe, secure, and serviceable repair by its
owner.
3. The sign shall not encroach upon any yard set -back area or public easement.
4. The sign shall be removed upon any of the following occurrences:
a. Any sale or development of the property on which the sign is located.
b. The business the sign advertises ceases to conduct business activity or is no longer in existence.
5. The sign should be constructed in accordance with the state building code.
All AYES. Motion Carried.
Site Plan Approval - Industrial Painting
Richard Maciej, 14812 309th Ave., Princeton, MN, had requested site plan approval to construct a 40,000
square foot office and manufacturing building in the Peloquin Industrial Park on the north side of 152nd
Street. It was described as parcel C in the recent Fegowi Rental Subdivision.
Schumann read the public notice as published in the White Bear Press
Gary Papermaster, representing Industrial Painting, explained the intended use of the building would be
for the sandblasting of fabricated metal parts and the application of various wet coating paint systems.
The project would include a 3,690 square foot office and a 35,000 square foot shop. He stated they
currently employ 14 people and would increase that by approximately six in the future. The site plan
identifies parking for 20 vehicles.
The property is not currently served by municipal utilities and Mr. Papermaster explained his desire to
work with the City and adjoining property owners to put utilities in the area.

Schumann made motion, Peltier seconded, to recommend approval of the site plan with the following
conditions:
1. Approval of parking and loading plan by the City Engineer.
2. Approval of site development plan by the Rice Creek Watershed District.
3. A permit for an individual on-site septic system be provide or an agreement for extension of
municipal utilities to the site.
All Ayes. Motion carried.
Parks Commission Appointment
Due to the recent resignation of Sydney Harrision from the Planning Commission, the Planning
Commission seat on the City's Parks Commission was vacant.
Schumann made motion, Peltier seconded, to appoint Frank Puleo as the new Planning Commission
representative on the City's Parks Commission.
AYES: Schumann, Peltier, Harrison
ABSTAIN: Puleo
Motion Carried.
Change of November Meeting Date
It had been past practice of the Planning Commission to move its regularly scheduled meeting in
November from the fourth Wednesday of the month to the third Wednesday of the month, due to the
Thanksgiving Holiday.
Schumann made motion, Peltier seconded, to reschedule the Planning Commission meeting of November
25, 1998, to November 18, 1998, at 7:00 P.M. Staff was directed to publish the required notice.

Subdivision - Jesperson
Mr. Morris G. Jesperson, 651 LaBore Rd., Little Canada, requested to rezone from agricultural to urban
residential, and subdivide by planned unit development, 11.14 acres into lots for 40 single family
townhomes. The property for the subdivision is part of the SE 1/4 of the NE 1/4 of section 31, T3 IN,
R21 W.
Schumann read the public notice as published in the White Bear Press and Peltier opened the meeting for
public comment.
Mr. Jesperson introduced Mr. Charles Melcher, the engineer for the proposed Whispering Pines
Subdivision.
Mr. Melcher explained the plan with the proposed cul-de-sac at the northeast comer that would connect to
the Beaver Ponds Subdivision, now under construction. He also explained his desire to construct a 28'
private road, which would allow longer driveways, and how ponding on the site puts constraints on it.
Peltier asked where the water would drain and Melcher explained there were three systems of storm
sewers with catch basins and pipes, with the high point on the south end of the development.
Paul Keleher, Project Coordinator for Pine View Meadows, asked what the size and price would be on the
townhomes, and was told the price was undetermined as of yet, and the size would be approximately
1,330-1,507 square feet.

Jim Bruggeman, 5259 125th N., expressed his concern for the quality of the proposed townhomes and
asked who would pay for the improvement of 125th St. which is currently a gavel road. The City
Administrator stated it has not been the practice of the City to impose assessments to assist developers.
Bruggeman asked what type of berm or buffer they intended to construct and if the City had any
requirements. Jesperson stated they will be moving trees to create the necessary buffers, and the City
Administrator said there is nothing in the current ordinance regarding landscaping plans.
Gerald Hauble, property owner to the east, stated a study had not yet been done regarding the road and
cul-de-sac on his property.
Mike Gallivin, 12493 Forest Boulevard, expressed concern with the drainage since there have been
problems on the west side of the property line within the ditches. He would also like to see a buffer be a
requirement for approval.
Tom Jackson, owner of the property north of the proposed subdivision, asked if they would have access
from his property to the cul-de-sac at the northeast end of his property. He also felt screening between
residential and agricultural was unnecessary.
Peltier closed the public hearing.
The Planning Commission discussed the rezoning of the property, stating it was guided towards
residential in the City's Comprehensive plan.
Schumann made motion, Peltier seconded, to recommend approval to rezone from agricultural to urban
residential.
All AYES. Motion carried.
Schumann felt recommending approval for subdivision would be premature until the following items were
taken into consideration:
1. Agreement between all adjoining landowners regarding the cul-de-sac.
2. Landscaping plan provided.
3. Permit from the Rice Creek Watershed on drainage.
4. Blueprint of homes to be provided.
5. Work with City engineer to make roads safe and accessible for emergency vehicles.
Harrison made motion, Peltier seconded, to table and extend the deadline for 120 days to provide time for
the above items to be considered.

Motion carried.
Puleo made motion, Harrison seconded, to recess at 9:10 P.M., until Saturday, November 14, 1998, at
10:00 A.M.
