MINUTES FOR THE PLANNING COMMISSION SPECIAL MEETING OF <br />7-14-99 <br />At the request of Oakwood Land Development, a special meeting was held to continue discussion of Beaver Ponds 5th <br />Addition Subdivision and Wenzel Farms Planned Unit Development. The meeting was called to order by Planning <br />Commission Chairperson Puleo at 7:05 PM. <br />PRESENT: Kellison, Kleissler, Peltier, Peterson, Schumann, Puleo <br />City Administrator, Robert Museus <br />City Engineer, Tom Angus <br />Deputy Clerk, Michele Lindau <br />ABSENT: Malaski <br />Beaver Ponds 5th Addition <br />Oakwood Land Development requested to subdivide 22.74 acres into 41 lots for single family homes on outlot A of Beaver <br />Ponds 4th Addition, south of 130th and east of T.H. 61. The Planning Commission continued the public hearing from June <br />23, 1999, where action was tabled to allow them time to consider comments made in the Engineers' reports. <br />The City Engineer stated the issues brought forth in his report of June 16, 1999, had been addressed, and felt minor <br />engineering details could be dealt with as they progressed. <br />Schumann made motion, Kleissler seconded, to recommend approval of Beaver Ponds 5th Addition subject to the Engineers' <br />reports and Findings of Fact and Recommendation as prepared by staff. <br />All Ayes. Motion carried. <br />Wenzel Farms Planned Unit Development <br />Pratt -Arndt -Oakwood, LLC and the Wenzel family had applied for a Planned Unit Development of approximately 210 acres <br />of property located on the western edge of the City on both sides of Frenchman Road. The proposed five phase development <br />would include a total of 195 single family homes on 98.2 acres, 234 townhomes on 43.6 acres, and 225,000 square feet of <br />commercial development on 46.1 acres. A review meeting was held on May 19, 1999, to consider the application and a <br />public hearing had been conducted by the Planning Commission on May 26, 1999, where the issue was tabled to allow time <br />to gather additional information. <br />Kellison stated that while he had no financial interest in the proposed development, he would be acting as a consultant, and <br />to prevent a conflict of interest, he would offer comment but abstain from voting on the proposed PUD. <br />Len Pratt, John Peterson, Jean Arndt, and John Uban presented their plan and answered questions from the Planning <br />Commission and public. <br />The Planning Commission and developers discussed issues involving drainage, road widths and right-of-ways, collector <br />street through residential neighborhoods, the relocation of Elmcrest Avenue, and a joint powers agreement with Lino Lakes <br />for water service. <br />Schumann made motion, Peltier seconded, to table action to allow staff time to prepare a Special Use Permit for Planning <br />Commission consideration at their next meeting. <br />Ayes: Kleissler, Peltier, Peterson, Schumann, Puleo <br />Abstained: Kellison. <br />Motion carried. <br />Schumann made motion, Kellison seconded, to adjourn at 9:35 p.m <br />All Ayes.
