PRESENT: Kellison, Kleissler, Malaski, Peltier, Peterson, Puleo City Administrator, Robert Museus Planner, Jeff Lutz Deputy Clerk, Michele Lindau ABSENT: Schumann MINUTES OF JULY 28,1999 Peltier made motion, Kellison seconded, to approve the Planning Commission minutes for the meeting of July 28, 1999, as submitted. Ayes: Kellison, Kleissler, Peltier, Peterson, Puleo. Abstain: Malaski Motion carried. Conditional Use Permit (Neamy) At the Planning Commission meeting of July 28, 1999, the Planning Commission considered the request of Scott and Lea Ann Neamy, 17220 Keystone Ave. N., for a Conditional Use Permit to operate a petting zoo on their property at the above address. Staff prepared a proposed Conditional Use Permit for the Planning Commission to consider. Scott Neamy was present at the meeting and requested consideration of the Conditional Use Permit be tabled until the Planning Commission meeting in September. Kellison make motion, Peltier seconded, to table the request for the Conditional Use Permit until September 22, 1999. All Ayes. Motion carried. Subdivision (Bald Eagle Industrial Park, 3rd Addition) The Planning Commission held a public hearing to consider the request of the City of Hugo, 5524 Upper 146th St. N., to plat the Bald Eagle Industrial Park, 3rd Addition, consisting of 31.99 acres into five lots and one outlot. Planning Commission member Kellison stated he would be a contractor for a proposed business to be located on one of the lots should it be approved; therefore, he excused himself from the Commission. The City Administrator read the public notice as published in the White Bear Press. Puleo opened the meeting for public comment, but there was none. Minutes for the Planning Commission August 25, 1999 - Page 2 Puleo made motion, Peltier seconded, to recommend approval of Bald Eagle Industrial Park, 3rd Addition, subject to a wetland mitigation plan being provided for this plat and approved by the Rice Creek Watershed District. Ayes: Kleissler, Malaski, Peltier, Peterson, Puleo Abstain: Kellison Motion carried. Site Plan (Nor -Lakes) The Planning Commission considered the request of Nor -Lakes Services Midwest, Inc., 606 Vandalia Street, St. Paul, MN, for site plan approval to construct a 73,699 square foot office/manufacturing facility on 5.99 acres described as Lot 3, Block 1, of Bald Eagle Industrial Park, Third Addition. The Board of Zoning Adjustment previously recommend approval of three variances: first, to allow the proposed building to be setback 12 feet instead of the required 30 feet; second, to allow the driveway to abut the rear property line; and third, to reduce the number of parking spaces to 34 from the required 78. Pete Vanasse, Kellison Companies, discussed comments made in the City Planner's review of the site plan. Vanasse agreed that the number of trees, based on the square feet of the building, was excessive, and stated he would plant according to the perimeter calculation. Vanasse also stated he would alter the size of the sign to conform with the sign ordinance. Malaski made motion, Peltier seconded, to recommend approval of the Site Plan for Nor -Lakes Services Midwest, Inc., on Lot 3, Block 1, Bald Eagle Industrial Park, 3rd Addition, for a 73,699 square foot office/manufacturing building, with the following condition: 1. As determined necessary, parapets will be placed to screen rooftop equipment from ground and street views. 2. All trash handling materials and loading areas shall be fenced with materials consistent with the exterior facing materials of the principal building. 3. A revised landscaping plan, utilizing the perimeter calculations, be submitted and approved by the City, identifying adequate screening around the perimeter of the site and building. 4. Exterior lighting shall be directed on the site and away from adjacent properties and roadways. 5. Within 30 days of the start of facility operations, a permit shall be submitted to the MPCA for approval as required. 6. Grading and utility plans be reviewed and approved by the City Engineer. 7. Minutes for the Planning Commission August 25, 1999 - Page 3 Housing PolicX The Planning Commission discussed the draft copy of the proposed housing policy for the City of Hugo, as required by the Metropolitan Council. Members of the Commission expressed the need they felt was necessary for low income housing within the City. Puleo advised the Planning Commission to review the draft document and generate comments for the next meeting. Malaski made motion, Peltier seconded, to adjourn at 8:15 p.m. All Ayes. Motion carried.
