Conditional Use Permit (Thommas & Thomas)
The Planning Commission held a public hearing to consider the request of Thommas & Thomas Land
Clearing to renew and amend a Conditional Use Permit for their property located at 5725 165th St. N.
Thommas & Thomas requested to continue the processing and storage of firewood on the site, which
would include burning wood waste in a mobile air curtain burner.
The Planning Commission considered reports from the City Planner, City of Hugo Fire Department, the
Department of Natural Resources, and the Minnesota Pollution Control Agency.
Dave Newberg, attorney for Thommas & Thomas Land Clearing, explained how a mobile air curtain
burner worked, saying that, while in operation, the wood is constantly feed to the burner with a front end
loader. He also stated that for efficiency reasons, there would be 24 hour burns, which would occur twice
a year.
Mr. Newberg felt that the performance standards regarding exterior storage and recycling facilities were
incompatible with the operations of Thommas and Thomas Land Clearing.
Puleo opened the meeting for public comment but there was none.
The Planning Commission discussed who would be the permitting authority for burning. Newberg felt it
would be inconvenient to contact the DNR to review their operation for each burn, since the City had
jurisdiction at this time.
The Planning Commission, feeling the financial deposit stated on the present Conditional Use Permit was
insufficient, recommended increasing it to $5,000.
Kellison made motion, Puleo seconded, to recommend approval of the Conditional Use Permit as
amended.
All Ayes. Motion carried.

Conditional Use Permit (Neamy)
The Planning Commission had previously tabled action on the request for a Conditional Use Permit by
Scott and LeAnn Neamy, 17220 Keystone Ave. N., at the request of the applicant in order to allow time

The Neamy's had notified staff requesting action be tabled again until the meeting of October 27, 1999.
Puleo made motion, Kellison seconded, to table the request for a Conditional Use Permit by the Neamy's
until the Planning Commission meeting of October 27, 1999.
All Ayes. Motion carried.
Kellison made motion, Puleo seconded, to direct staff to notify the Neamy's and inform them that if they
do not appear at the Planning Commission meeting of October 27, 1999, their request will be denied.

Nay: Peltier
Motion carried.
Housing Policy
The Planning Commission provide their comments on the proposed housing policy.
Of main concern was the lack of apartments and lower income affordable housing. The Planning
Commission felt the Housing and Redevelopment Authority should be contacted, and the advantages and
disadvantages of low income housing should be explored. Also suggested was a market study be done to
determine the need for more townhomes in the area. Other concerns were inadequate roads to
accommodate future development and the lack of neighborhood parks.
The City Administrator was directed to prepare an amended housing policy for the Planning Commission
to review and discuss at the next meeting.
Kellison made motion, Kellison seconded, to adjourn at 8:55 p.m.
All Ayes. Motion carried.
Michele Lindau, Secretary
