DECEMBER 15, 1999
The meeting was called to order by Planning Commission Chairperson Puleo at 7:00 p.m.
PRESENT: Kellison, Kleissler, Peltier, Peterson, Puleo, Schumann

ABSENT: Malaski
Minutes of October 27, 1999
Kellison made motion, Kleissler seconded, to approve the Planning Commission minutes for the
meeting of November 17, 1999, as submitted.
All Ayes. Motion carried.
Conditional Use Permit (Neamy)
The Planning Commission considered a letter from Attorney Mr. Frederic Knaak requesting, on
behalf of his clients Scott and Lea Ann Neamy, an extension of the time to submit a plan for the
Planning Commission's review of the Conditional Use Permit application.
Schumann made motion, Peltier seconded, to table consideration of the Conditional Use Permit
as Mr. Knaak requested, and allow the Neamy's a month to submit their plan for consideration at
the January meeting of the Planning Commission.
Site Plan Application (Como Lube & Supplies)
The Planning Commission considered a site plan for Como Lube & Supplies, Inc., 1108 Port
Terminal Drive, Duluth, to construct a 14,750 square foot building on 1.86 acres located on Lot
2, Block 1, Bald Eagle Industrial Park Third Addition.
Planning Commission member Kellison, who was representing Como Lube & Supplies, excused
himself from the Planning Commission and presented the project to the Commission.
Kellison briefed the Planning Commission on the site plan and explained the building will be
used for remanufacturing, packaging, and warehousing of oil and automotive related liquids.,
with approximately 2,894 square feet for office space.
The Planning Commission considered the reports prepared by the City Planner and City
Engineer, which stated there was not sufficient information submitted for a thorough review of
engineering issues.

Schumann made motion, Peltier seconded, to pass site plan approval directly to the City Council
once the necessary information is received and engineering issues are addressed.
All Ayes.
At Kellison's request, the Planning Commission recessed for five minutes at 7:25 p.m.
Comprehensive Plan Amendment Discussion
During preparation of the City's revised Comprehensive Land Use Regulations, the Planning
Commission had indicated an interest in adjusting the City's 2020 Urban Development Boundary
in the vicinity of Oneka Lake. Specifically proposed was to remove the Riopel and Bernin
properties from the 2020 Urban Development Area and add the Aplikowski and Puleo properties
to the 2020 Urban Development Area.
Planning Commission member Puleo turned the meeting over to Peltier and excused himself
from discussion, since he was owner of one of the properties being discussed.
Schumann made motion, Kellison seconded, to request staff prepare the Comprehensive Plan
Amendment application for the Planning Commissions review at the January meeting.
Ayes: Kellison, Kleissler, Peltier, Peterson, Schumann
Motion carried.
Professional Planning Service (Sanders, Wackers, Bergly, Inca
The Planning Commission had received, by separate correspondence, the initial background
information prepared by Sanders, Wackers, Bergly, Inc., for review of City street standards, lot
densities, and lot sizes.
The Planning Commission requested that Sanders, Wackers, Bergly, Inc., provide them with
additional information on design standards prior to the January 26, 2000, meeting.
Kellison made motion, Schumann seconded, to adjourn at 7:44 p.m.
All Ayes. Motion carried.
