The regular meeting was called to order by Chairman Peltier at 7:03PM. <br />PRESENT: WALLER, AGNESS, SCHUMANN, RUBENZER, MALASKI, KELLISON, PELTIER <br />ADMINISTRATOR MUSEUS, CAROLE LABELLE <br />Motion made by Schumann° seconded by Kellison to approve the minutes of <br />December 20, 1995, as amended. <br />All aye, motion passed. <br />Mr. Tomnitz will be unavailable for this meeting and has requested his <br />application be tabled until February 28, 1996. <br />Lauren McCullough Well Drilling, Inc., 15597 Forest Blvd., Hugo, has <br />requested to rezone 2.8 acres of their property from retail business to <br />industrial to allow the expansion of their business on the site. At issue <br />is the firms desire to increase the amount of storage on site beyond the <br />limits established for the retail business district. There is a small <br />parcel of industrial zoned property immediately adjacent to the south. In <br />addition there is industrial zoned property to the north and south that is <br />not immediately adjacent. Granting this rezoning would essentially extend <br />an industrial district from Peloquin Industrial Park north along Highway <br />61 to approximately 157th St. extended. <br />There were no comments from the general public. Commissioner Waller felt <br />the rezoning would be conducive to the area. Other Commissioners <br />preferred to allow Mr. McCullough to expand his storage without rezoning <br />the property. <br />Motion made by Peltier to recommend approval of the rezoning from Retail <br />Business to Industrial. <br />Motion failed for lack of a second. <br />Motion made by Kellison, seconded by Peltier to table the McCullough <br />rezoning request until February 28, 1996, to allow the City attorney to <br />review the application to see if there is a method for allowing additional <br />storage on site without rezoning. <br />A public hearing has been scheduled to consider the request of Mr. Richard <br />Schreier, 95 South Owasso, St. Paul, to subdivide approximately 97 acres <br />of agriculturally zoned property into 9 lots. All lots meet or exceed the <br />ten acre minimum of this district. Percolation tests have been performed <br />on all lots proposed, though the City has not yet received permits for <br />them from Washington County. Wetland delineations have been performed on <br />the property and are shown on the proposed plat but no permit has been <br />
