HomeMy WebLinkAbout1995.05.17 PC MinutesMINUTES OF THE HUGO PLANNING COMMISSION MEETING - MAY 17, 1995 Chairman Peltier called the special meeting to order at 7:00PM to finish the Planning Commission's review of the draft goals and policies for the City's revised Comprehensive Plan. PRESENT: Agness, Kellison, Miltz-Miller, Peltier, Schumann Robert Museus, City Administrator; Ed Elliott and Tom Loucks, Loucks & Assoc. ABSENT: Malaski, Rubenzer Substantial discussion was held concerning the number of planning districts to be included in the plan. Specifically, the Planning Commission discussed the method to be used in planning for, and maintaining, agriculture as a long term use of land in the community. Miltz-Miller made motion, seconded by Schumann to have Loucks and Assoc. prepare options for land use planning in the community for discussion at the public meeting scheduled for June 14, 1995. The three options are to include: 1. Two planning districts, rural and urban. 2. Two planning districts, rural and urban with a special zoning classification for agricultural property in the rural district. 3. Three planning districts, rural residential, urban, and agricultural. In addition, the issue is to be highlighted in the newsletter article being published to advertise the public hearing. All aye, motion passed. Motion made by Miltz-Miller, seconded by Agness to add an option to the list being prepared by Loucks and Assoc. to establish a one housing unit per 40 acre classification for the City. All aye, motion passed. Other items were discussed which had been raised in review of the goals and policy plan, including driveway accesses to arterial, collector streets, use of agricultural preserves in the community, home occupations, pedestrians crossing of, Trunk Highway 61, and other major roads in the community, and other items.
