Chairman Peltier reconvened the recessed Planning Commission of August 3,
1995 at 7:10 PM.
PRESENT: Agness, Kellison, Miltz-Miller, Peltier, Rubenzer, Schumann
Others Present: Ed Elliott, Louck & Assoc.
City Administrator, Robert Museus
ABSENT: Malaski
The purpose of the meeting was to continue the Planning Commission's
review of the land -use guide -plan component of the City's Comprehensive
Plan, as prepared by Mr. Elliott.
Mr. Elliott described the general changes made to the document, based on
the Planning Commission's guidance on August 3, 1995. The Plan
establishes two planning areas for the City: the urban oevelopment area
and the rural development area. Furthermore, the Plan breaks these two
planning areas into four development districts: urban development, urban
preserve, rural -residential, and agricultural.
The Planning Commission then began a page -by -page review of the document
finishing approximately half of the document. The remainder will be
reviewed at the next regular planning commission meeting.
The City Administrator informed the Planning Commission that the City
Council directed City staff to research the capabilities and
qualifications of planning firms to assist the City in preparing a
downtown redevelopment plan for T.H. 61, C.R. 8 corridor. The City
Administrator informed the Planning Commission that the City Council has
established a special meeting for August 28, 1995, to interview four
firms, which are: Dahlgren Shardlow and Uban; Loucks and Associates,
Hoisington Koegler Group, Inc., and RLK.
Kellison made a motion. Peltier seconded, to set August 28, 1995 as
special meeting of the Hugo Planning Commission so that they may
participate in the selection process, and to respectfully ,equest Planning
Commission involvement in the process from the City Council.
All aye. Motion Carried.
The Planning Commission briefly discussed planning work that needs to me
done in the community following completion of the revised Comprehensive
Plan. This includes revision of the City's zoning ordinance, subdivision
regulations, preparation of a park plan for the community, and work on
downtown redevelooment.
Kellison made motion. Aoness seconded. to adiourn at 9:40
