Peltier at 7:05PM.
PRESENT: Miltz-Mi1ler, Agness, Schumann, Rubenzer, Malaski, Kellison,
Peltier, Administrator Museus, Carole LaBelle
Motion made by Schumann, seconded bv Peltier to approve the minutes of
July 26, 1995 as amended:
Add Kellison to Members Present.
Paragraph 6: Motion made by Kellison.
Johnson SUP: Johnson and staff determine and agree upon the amount of sod
to be sold from this location.
Condition #4: should read "onto and off of"
AYE: Schumann, Agness, Miltz-Miller, Kellison, Peltier
ABSTAIN: Malaski. Rubenzer
Mr. John Olsen, 14728 Irish Ave. North, has requested renewal of his SUP
to process and store firewood at the above address. The last renewal of
his SUP occurred on June 7, 1993 (originally issued in June 1989). Since
that time the city has received no complaints regarding Mr. Olsen's
operations.
Mr. Olsen stated that he had planted 100 Spruce and Pine trees along the
east border of his property for screening. He also stated there are no
wetlands on his property. Sandy Malaski stated that Mr. Olsen has always
notified neighbors when he will be burning.
A sunset clause on the permit and a three or four year permit was also
discussed.
Motion made by Agness, seconded by Peltier to recommend approval of the
SUP for John Olsen, to continue his wood processing and storage operation
on his property at 14728 Irish Ave.
All aye, motion carried.
Darrell Granger and James & Mary Jo Brassill, 5720 147th St., Hugo have
requested a minor subdivision of their property at the above address in
order to combine a section of property approximately 70' X 135' to the
property currently owned by Darrell Granger/Granger's Carstar Inc., 14797
Forest Blvd. North. Mr. Granger intends to use the property as employee
parking for Granger's, Inc. The property is currently zoned for
Commercial business use. The Rice Creek Watershed District has indicated
that they require no permit for this project.
Mr. Granger intends to fence the entire north prooerty line for screening
and minimize trespassers. The small shed on the northern most parcel will
be removed by the Brassill's. The pool house, as an accessory structure
for the pool will be allowed as it exists, 22' from the north property
line. The proposed lot A meets the size requirement for CB districts.

Motion made by Schumann, seconded by Agness to recommend approval of the
request of Darrell Granger/James and Mary Jo Brassill to subdivide .68
acres at 5720 147th St. subject to the following conditions:
1. The subdivision does not create a nonconforming use under the City
ordinances, specifically, all buildings and setbacks at 5720 147th
St. meet the requirements specified in the City's zoning ordinance.
2. No new parcel be created from the subdivision but the 70' x 135'
parcel be combined to the Granger property to the west.
All aye, motion carried.
Mr. Tom Loucks, Loucks and Associates was present to continue review of
the proposed comprehensive plan.
Staff was requested to compile background information on the firms
applying for the downtown redevelopment project to brief the planning
commissioners and provide this information to members prior to interviews
on Monday, August 28th.
Motion made by Schumann, seconded by Agness to recess the regular meeting
until Monday, August 28, 1995, 7:30PM.
