The meetino was called to order at 7:08PM bv Chairman Peltier.
PRESENT: Schumann, Rubenzer, Malaski, Kellison, Peltier
ABSENT: Agness
Motion made by Schumann, seconded by Peltier to approve the minutes of
November 15, 1995, as amended.
Michael H. and Dorothy I. Masters, 15231 Elmcrest Ave., Hugo, have
reouested a minor subdivision of 22.09 acres. They are currently
purchasing the property on contract for deed. It is the Masters intent to
subdivide the parcel into one 11.97 acre parcel (tract A). on which they
currently reside, and one parcel 10.12 acre parcel (tract B), which they
intend to sell. The Masters and the fee owners of the property have
certified to the City that the contract for deed for the property will be
paid off at the time of subdivision. Both parcels meet the minimum
setback requirements of the City's agricultural district and the site
proposed for home construction will meet all setback requirements.
There was no comment from the public.
Motion made by Schumann, seconded by Malaski to recommend approval of the
request of Michael and Dorothy Masters to subdivide 22.09 acres into two
lots subject to the following conditions:
1. A permit from Rice Creek Watershed District.
2. Approval of the septic site location for tract B by Washington County.
3. Payment of the $500.00 parkland dedication fee.
All aye, motion passed.
TOMNITZ SPECIAL USE PERMIl
The Tomnitz, 7180 177th St., Hugo, has reouested a special use permit to
construct a detached accessory building of 2,240 sq. ft. at the above
address. This building would require a variance to Hugo City Code 320-5,
Subd. H (4), which states that no detached garage or other accessory
building shall be located nearer the lot line than the principal
building. The zoning ordinance currently allows 3600 sq. ft. of accessory
storage and 1,000 sq. ft. of garage space in the agricultural district.
The Tomnitz's currently have a total of 2,260 sq. ft. of garage and
accessory buildings on site. The proposed building, when added to the
existing buildings, is still under the combined square footage allowed.
Tomnitz's plan to use the building for storage of electrical equipment and
supplies used as part of an electrical contracting business. The proposed
building lies within the shoreland district which requires a 200 ft.
setback from ordinary high water level for all residential structures, of-

rin the case of commercial buildings, 400'. The OHM for Horseshoe Lake is
not clearly indicated on the site plan provided by the applicant. Though
it would appear that the pole structure meets the setback requirement for
residential buildings, it is unclear whether the building would meet the
setback for commercial buildings.

Mr. Richard Schreier and Rod Halvorsen presented a sketch plan for
dervelopment of the east side of Lake Pl.aist.ed. Suggestions for changes
