PRESENT: Agness, Schumann, Rubenzer, Malaski, Kellison, Peltier, Administrator Museus, Carole LaBelle Motion made by Kellison, seconded by Agness to approve the minutes of August 24, 1994. Steve & Chris Sadowski, 20370 Enfield Ct. No., Forest Lake, have requested a special use permit to construct a pole building on their property located on Outlots A, C, and D of the Wunderlich Hills Subdivision prior to construction of a home on the property. The Sadowski's intend to construct the pole building this fall to provide storage for construction materials to be used in the construction of their home in the spring of 1995. Steve Sadowski stated that the building would have wood siding and a brick front' His builder estimated eight months to complete the home, but should be substantially completed by October 1, 1995. The public hearing was opened and closed without public input. After a brief discussion the followinq motion was made by Aqness, seconded by Malaski to recommend approval of the request of Steve and Chris ladowski, for a special use permit to construct an accessory structure prior to a principal residence subject to the following conditions: 1. Construction of the home on the site is to be substantially completed by October 1st, 1995. 2. Property owners are to post a letter of credit or cash in the amount of $5,000 with the City to insure completion of the home. Security shall be returned to the property owner upon issuance of the certificate of occupancy for the home or be forfeited to the City if the property owners do not live up to the terms and conditions of the sup. 3. The pole building is be used for the storage of building materials related to the construction of the home on site and for other residential storage purposes only. 4. No commercial activity of any sort will be allowed on site. All aye, motion passed. Berdette Berntson, 12686 Ethan Ave. North, has applied to subdivide 27.8 acres of agriculturally zoned property in the southeast quarter of the southeast quarter of Section 31, T31, R21W, into one lot of 17.29 acres and one lot of 10.53 acres. The subdivision has been reviewed and approved by the Rice Creek Watershed. Tract A is the site of an existing 'esidence. The City has not received verification from Washington County regarding the suitability of Tract B for a septic site. 4moVember 28, i99-.--,- hers 994here was no representative or applicant present to address this request.. Motion made by Peltier, seconded bv Kellison to table this request until October 265 1994, and request that the applicant or a representative be present to address the following questions: 1. Wetland delineation. 2. Ground floor elevation. 3. Septic sites on the proposed lot. All aye, motion passed. Herbert Forthuber and Jim Wagner of the Land Use and Housing Committees reviewed the reports prepared by their committees with the Commission. A complete report is available in the city clerk's office. Mr. Tom Loucks reviewed his recommended process for revising the comprehensive plan. His first step would be to evaluate the information collected from the individual committees. He would then meet with the planning commission and members from the committees. Third, he would identify the issues. Following the issue identification, he suggests developing a policy plan. Finally, the answer to, "how do we get where we /ant to go". Mr. Loucks stressed that this is a public meeting with dublic input, but not a public hearing. He would prefer a separate meeting date with the planning commission but felt it could be dealt with at a regular meeting if necessary. Mr. Loucks will plan on meeting with the Commission on October 26, 1994. Motion made by Kellison, seconded by Rubenzer to adjourn at 8:23PM. Carole LaBelle, Secretary Hugo Planning Commission
