PRESENT: Agness, Schumann, Rubenzer, Malaski, Kellison, Peltier, Administrator Museus. Carole LaBelle Motion made by Kellison, seconded by Schumann to approve tne minutes of September 28, 1994 as amended. All aye, motion passed. Burdette Berntson, 12686 Ethan Ave. No., has applied to subdivide 27.8 acres of agriculturally zoned property in the southeast quarter of the southeast quarter of T31N, R21W, into one lot of 17.29 acres and one lot of 10.53 acres. This subdivision was considered by the Planning Commission on September 28, 1994 and the following issued were identified: wetland delineation, ground floor elevation for the proposed building site and septic sites on the proposed lot. Mr. Berntson stated that he has been cutting hay on the property and their are mature oak trees. He also stated that he would like to bring in 3" of sand fill for the septic system. The future residence would be constructed slab on grade. After a brief discussion by the Planning Commission the following motion was made. Motion made by Schumann, seconded by Rubenzer, to recommend approval of the request of Burdette Berntson, to subdivide 27.8 (93031- 2000) acres into 2 lots as stated above, zoned agriculture, subject to Washington County approval of the septic system. MINOR SUBDIVISION REQUEST - RICHARD GRANGER Richard Granger, representing the Wildwood Condominium Association, has requested a minor subdivision on behalf of Mary Hardwick, 4614 170th St. No., in order for the condominium association to acquire a portion of Ms. Hardwick's property located at 14869 North Forest Blvd. (Country Video). The condominium association intends to combine the property to their adjacent property for use as a site to construct garages. The property is currently zoned commercial and the remaining lot, owned by Ms. Hardwick will meet the minimum size of that zoning district. Municipal utilities are available to the site and the Rice Creek Watershed District has stated that no permit is required from them for this land division. Staff recommends approval of the subdivision with the condition that the parcel being conveyed to the Wildwood Condominium Association be included in the property description of the association's current site. Richard Granger stated that the association would like to use the property at this time for snow storage and possibly in the future construct additional garages. Motion made by Kellison, seconded by Schumann to recommend approval of the request of Mary Hardwood/Wildwood Condominium Association to subdivide, Part of the NE 1/4 of the NW 1/4, Section 20, T31,N21, Washington Co., as described on Hult survey dated 9-22-94, subject to parcel B being combined with the property at 5750 148th St. (Wildwood Condominium Association). All aye, motion passed MiOutwsi ~ October 26, 1994 Page 2 Ms. Luella Gregoire, 16520 Henna Ave. North, has requested a rezoning of 30 acres of property located in the southeast quarter of the southwest quarter of Section 10, T31, R21W. The property is currently zoned conservancy. Ms. Gregoire wishes it to be rezoned to Agricultural in order to subdivide the property into ten acre parcels. Consensus of the Planning Commission was that property currently zoned conservancy should remain as a 20 acre minimum. During the public hearing, Mr. Gene Riopel stated he had no objection to the rezoning, but questions the impact that additional density will have on the area. The public hearing was closed. Motion made by Kellison, seconded by Schumann, to recommend denial of the request of Luella Gregoire to rezone 30 acres from Conservancy to Agriculture. AYE: Agness, Schumann, Rubenzer, Malaski, Kellison NAY: Peltier Motion passed. SITE PLAN APPROVAL - TERRY WAGENER Mr. Terry Wagener, 5061 Alameda St., Shoreview, has requested site plan approval to add a 30' X 180' storage area on the east side of his existing, concrete building located at 5212 130th St. North, in the Bald Eagle Industrial Park. Mr. Wagener stated the building would not contain hazardous materials. Plastic sheeting, molds and some finished product would be stored in the building. Motion made by Agness, seconded by Peltier to recommend approval of the site plan approval request of Terry Wagener to construct a 30' X 180' cold storage building at 5212 130th St. All aye, motion passed. Ms. Tammy Miltz-Miller is interested in serving on the Planning Commission. Administrator will contact Ms. Barnes to schedule an interview. P.C. Minutes - October 26, 1994 Page 3 The regular meeting of the Planning Commission will be held on November 16, 1994, 7:00PM, due to the Thanksgiving holiday. COMPREHENSIVE PLAN UPDATE Mr. Tom Loucks stressed the value of the work done by the committees working on the comprehensive plan, however, he also added that there was much conflicting information and much more detail was needed to accurately evaluate what the City is to become in the future. Mr. Loucks will prepare the data and forward his preliminary findings to the Commission. Motion made by Kellison, seconded by Rubenzer to adjourn at 9:03PM. All aye, motion passed.
