The regular meeting was called to order at 7:00PM by Chairman Peltier
PRESENT: Agness, Schumann, Malaski, Kellison, Miller, Peltier,
Carole LaBelle
ABSENT: Rubenzer
Motion made by Schumann, seconded by Kellison to approve the minutes of
October 26, 1994 as amended.
Ms. Tamara Miltz-Miller was sworn in as planning commissioner for a term
to expire 12-31-96.
Mr. Eric Anderson, representing J.R. Johnson Supply Co., 2582 Long Lake
Rd., St. Paul, Minnesota has requested site plan approval to construct
improvements to their commercial greenhouse located in part of the
northeast 1/4 of Section 19, T31N, R21W. Generally located in the
northeast intersection of County State Aid Highway 8 and Everton Ave.
This site is subject to a special use permit, dated November 5, 1984, as
well as a site plan approval dated December 4, 1989. The Rice Creek
Watershed District has reviewed and approved their plans of the site. The
firms intention is the improve two existing 14' greenhouses on the site
from temporary to permanent use, construct 4 additional 30' X 96'
greenhouses and construct a 17.5' X 78' connection building between the
greenhouses. In addition, the application indicates plans for future
expansion on the site. The property is zoned commercial business.
Mr. J. R. Johnson stated that the Rice Creek Watershed District and the
Army Corps of Engineers have reviewed and approved the plan. The public
hearing was closed, after a brief discussion the following motion was
made'
Motion made by Kellison, seconded by Peltier to recommend approval of the
request of J.R. Johnson, Supply Co. to construct 4, 30' X 96' greenhouses
and a 17.5' X 78' connecting walkway on their property at 4860 Frenchman
Rd. subject to the following special conditions:
1. Site plan approval is for production and wholesale operations only.
2. The site plan only pertains to the existing two, 14' greenhouses in
use on the property, the four proposed 30' X 96' greenhouses and the
17.5' X 78' connecting building. Future improvements to the property
require an amended site plan.
3. The conditions of site plan approval established on December 4, 1989,
shall remain in full force on the property.

MINOR SUBDIVISION/VARIANCE - DANNER
Mr. William Culp, 14707 Irish Ave. No., has requested to subdivide a 20
acre parcel in Section 23, T31N, R21W, into two, ten acre parcels. The
frontage of this property on Irish Ave. will not allow two lots with the
300' road frontage required by city ordinance. The applicant is
requesting a variance to allow 276.76' of public road frontage for each
parcel' Perc tests have been performed on each site and applications
submitted to Washington County for determination of adequate septic sites,
though no approval has been received by the City. The lot split has been
approved by the Rice Creek Watershed District.
Ms. Val Davis, attorney for the applicant was present to address any
questions. She stated the reason for the subdivision at this time is
strictly a refinancing issue. It was also determined that the garage
located on oarceI A would reouire a variance to the side vard setback.

Commissioners discussed the need for a variance to road frontage.
Commissioner Miltz-Miller felt perhaps there was a better way to subdivide
and avoid the need for a variance.

arbitrarily.
He stated that each issue
is looked at
individually
with the best
possible recommendation
going to the Council.

by Kellison to recommend
approval of the
request of William
Culp/Norman
Danner to subdivide
20 acres into two, ten
acre parcels
with a variance
to road frontage from
300' to 276.76' for
each lot, contingent
on Washington
County approval
for septic sites on
each lot.
