The regular meeting of the Hugo Planning Commission was called to order by
Chairman Peltier at 7:00PM.
PRESENT: Mezzano.
Davis, Agness, Rubenzer, Olson. Peltier
ABSENT: Oswald
Motion made by Davis,
seconded by Mezzano to approve the minutes of April
28, 1993 as amended.

Fredric J' Suess/Thomas
& Thommes have applied for a special use permit to
process and store
fire wood, recycled tree waste, and chip and burn waste
wood on his property,
legally described as; The east 1/2 of the southwest
1/A and the southwest
1/4 of the southwest 1/4 of Section H. T31N, Hange
21W, except that part
described as follows: The west 725.00 feet of the
north 1201.65 feet
of the northeast 1/4 of the southwest 1/4 of Section W.
T31N, R2lW. Upon
receiving this special use permit^ it is Mr. Suess'
intention to sell
the property to Thommes & Thomas Land Clearing of Hugo.
Hugo City Code, Chapter
320-4, Sub. L (3), allows the stockoiling of
material, refuse trash,
garbage disposal, incineration reduction as a
special use in the
City* s industrial district. Hugo City Code, Chapter--

110-20.states "open
burninc is prohibited in the City of Hugo, except as
may be permitted by
regulation by the Minnesota Pollution Control Agency,
as may be permitted
by the terms of an open burning permit that may be
issued subject to
the provisions of the ordinance. Chairman Peltier
opened the public
hearing for comments.
Attorney Dave Bruberg
was representing Mr. Thomas. He stated that the
proposed operation
would be some distance awav from the general population
as the property is
zoned industrial' Mr' Thomas stated that there should
be minimal odor from
the stockpiling of chips' Mr. Thomas will be
aporoxirately 15 acres
of the prooertv for his wood processing. Mr.
Thomas stated he would
nezd at least a 24 month permit and the ability to
store his equipment
outside because of the initial investment in the
property. Chairmar
Peltier closed the public hearing.
Motion made bv Rubenzer,
seconded by Aqness to -ecommend approval of the
special use oermit
request of Thomas/Thommes to process and store wood on
the property legally

property by Thomas & Thommes Land Clearing.

6. All burning on site shall be regulated by city ordinances and enforced
by the fire department. Approval of this SUP shall not constitute
approval of any burning permits. The brush piles on site shall be
burned at least semiannually, or at the request of the City Council,
during the winter months as approved by the City Fire Marshal.
7. The owner/applicant shall� be responsible for reimbursement of costs
incurred by the City to respond to fire calls resulting from
activities taking place on site.
B. All wood, brush, and other materials deposited on site shall be
removed in their entirety at the time of expiration of this permit.
9. The applicant shall install a lockable gate at the access to this
site, and said gate shall remain locked at all times when there is no
one present on the burning/storage area of the site.
10. All weight restrictions on City and County roads shall be observed
during the operation of this tree service.
11. Any materials other than trees and brush deposited on site must be
removed by the property owner at his expense. All tree service
related activities on site shall be limited to the hours of 7:00AM to
7:00PM, Monday through Saturday.
12. The activities on the site in question shall be limited to the
depositing, separation, and sale of wood as well as the burning of
brush by Thomas/Thommes only.
13. "NO TRESPASSING" signs shall be posted at the entrance gates to the
site.
14. A financial deposit in the amount of $500.00, in a form acceptable to
City staff, be deposited with the City to cover any costs regarding
fires, burning, and brush or refuse removal from this site.
15. The applicant be responsible for removal of all brush and other wood
or refuse deposited on site at the expiration of this permit or the
financial deposit shall be forfeited.
16. All activities to be restricted to the area identified on the site
plan with setback requirements being met.
17. Only machinery related to and necessary for the wood processing
business be stored on site.

John E.
Olsen has applied for a
renewal of
his
special
use permit to use
20% of
his property to
process
and store fire
wood.
The property is
located
at 14728 Irish
Ave. No.
Mr. Olsen
has
had an
SUP to urocess and
store fire
wood at his
property
since 1989.
It
was
last renewed on April
6, 1992,
for one year.
The City
is not aware
of any
violations of this
SUP or
any complaints for
the past
year.
Mr. Olsen was present sucmitten a letter from a Norman Danner, oroperty
owner closest to the existing wood processing site. Mr. Danne- stated he
had no objections to the continuation of the operation and considered Mr.
Olsen an exceptional neighbor.
Motion made by Olson, seconded by Mezzano to recommend approval of the
Special Use Permit for John E. Olsen, 14728 Irish Ave. to continue his
wood processing operation subject to the conditions of his existing
permit.
All aye, motion passed.
Motion made by
Peltier, seconded by Olson to recess the
public
hearing
until June 23,
1993 at the
request of the
applicants.

A meeting of
the coordinating
committee
for the City's
comprehensive
plan
,eview was conducted
on May
25, 1993.
The purpose of
the committee
is to
aid in communication
across
study committees
and between
the study
committee and
the Planninc
Commission.
The group is chaired
by
Planrinc
Commissaoner
Bill Mezzano.
As part of
the review of the
Citys
coeprehensive
plan, a puolic
survey has
been budgeted
for.
Bill Mezzano
stated that most
committees
appear to be
on schedule
and
accomolishing
their goals.
However, the
Image and Government
Services
committees have
had a low
turnout for their
meetings.
Land Use
being the
most significant
committee
has requested
more technical
guidance
and is
solicirirg questions
+ron
other committees.
Administrator
Museus will
3repare a "reouest
for proposal"
and
submit bids
to the Planninu
Commission
in June for
review and recommendation
for the
City Council.
Mr. Museus
will encourage
local mecia to
cover
the "in
depth" participation
of local
residents
with the Comprehensive
Plan Review
to hopefully
spark more interest
and engage
more residents
in
the process.
Mr. Bill Mezzano
regretfully
suomitted
his resignation
from tne

meetings.

expressed their
disappointment
