PUBLIC HEARING - CHALUPSKY/STORM SUP
Grover Storm and Lloyd & Vicky Chalupsky have applied for a special use
permit to construct a garage on part of the southwest 1/4 of the southeast
1/4, Section 27, T31N, R21W, Washington County, Minnesota without a home
on the parcel. The Chalupsky's are purchasing the property from Mr. Storm
on a contract for deed and are living on an adjacent parcel. City code
Chapter 320-5, Subd. H. (1), states that no accessory building or use
shall be constructed or developed on a lot prior to construction of a
principal building to which it is accessory, except by special use
Permit. The Chalupsky's have an ownership interest in both parcels and
have indicated their intent to maintain ownership of both parcels. The
City is at risk in granting this special use permit in that at some future
date the parcel with the accessory building may be sold independently from
the Chalupsky's home.

DRAFT SURVEY - COMPREHENSIVE PLAN
Judy Marshek, of Research Quik will present to the Planning Commission an
initial draft of the survey to be used to determine public opinion
regarding Hugo's Comprehensive Plan. Committee chairs involved in the
Comp Plan review process have also been invited to attend the meeting for
discussion of the survey.
Ms. Marshek reviewed the proposed questions with the Planning Commission.
Dan Davis stated he would like the survey to indicate that the information
collected would be used in revising the city's comprehensive plan. He
would also like the term "low cost housing" deleted from the
questionnaire, but does feel it is a very good survey.
Ms. Marshek will provide additional draft copies to any member of the
Commission who would like them as they are revised.
WOODS OF BALD EAGLE
Although no formal application has been received, the Planning Commission
again reviewed the concept plan for Woods of Bald Eagle with Mr. Merila

return to the City for further review.

All aye, motion passed.
