HomeMy WebLinkAbout1993.10.13 PC MinutesOctober 13, 1993 The special meeting of the Planning Commission was called to order by Chairman Peltier at 7:00PM. PRESENT: Davis, Schumann, Olson, Peltier, Administrator Museus Carole LaBelle ABSENT: Agness, Rubenzer, Oswald Motion made by Schumann, seconded by Olson to approve the minutes of September 22, 1993 as amended. All aye, motion passed. Chairman Peltier inquired as to the attendance of Commissioner Oswald. Checking the records indicated that Mr. Oswald has not attended a meeting since June. Dan Dolan Development, Inc. and Jeffrey Barbour, 13670 Isleton Ave., have applied to the City to rezone 115 acres from Agriculture to RR2 (5 acre minimum), create a Planned Unit Development of 22 single family homesites, and are requesting a variance to install a cul-de-sac exceeding the allowable length for the City. The lots vary in size from 3.28 acres to 5.60 acres. The property is located south of 8A and west of Isleton Ave. The current plan has only one roadway accessing Isleton Ave. to the development, with two cul-de-sacs throughout. It is recommended that the roadway to the west include a temporary turnaround. The kennel currently operating on site would be discontinued and the kennel building would be removed. Mr. Dolan has completed two very successful and attractive developments in the Twin Cities, Evergreen in Woodbury and Wexford in Eagan. Several residents (Bob Irlbeck, David Quade, Sandy Malaski, Ed Salkowitz) opposed the rezoning of the property to 5 acre lots. They expressed their concern regarding drainage, water contamination and preserving the rural character of the area. Mr. Dolan stated the purpose for the planned unit development was specifically to preserve the wetlands on site. He informed the audience that the developer would reserve the right to restrict any residential construction if it does not complement the development. After a lengthy discussion, Schumann made a motion to recommend approval of the request of Dan Dolan/Jeff Barbour to rezone 115 acres from Agriculture to RR2 (Parcels 93026-2725, 2700, 2650, 2550). AYE: Davis, Schumann NAY: Olson, Peltier This request will be forwarded to the City Council without a recommendation. P.C. Minutes - October 139 1993 Page 2 David and Linda Karnstedt are requesting the subdivision of 20 acres into two, ten acre parcels, zoned Agriculture and waiver of the formal platting process. The property is located at 6788 132nd St. and a residence is currently under construction. They are requesting the subdivision for financing purposes only and would agree not to sell the 10 acre parcel. The accessory storage on site is approximately 5200 sq. ft. which exceeds the allowable limit on a ten acre site by 1600 sq. ft. Accessory storage is unlimited on 20 acres. Motion made by Peltier, seconded by Olson to recommend approval of the request of David & Linda Karnstedt, to subdivide 20 acres (93028-2525) into two ten acre parcels for financing purposes. All aye, motion passed. Motion made by Schumann, seconded by Peltier to recommend a variance for (93028-2525) the oversized building (5200 sq. ft.) for Karnstedt's, 6788 132nd St. All aye, motion passed.
