PRESENT: Davis, Rubenzer, Oswald, Olson, Peltier, Attorney Charles
Johnson, Administrator Bob Museus, Carole LaBelle
ABSENT: Mezzano
Chairman Peltier informed the audience that this joint Grant Township and
Hugo Planning Commission meeting would be conducted by the Hugo Chairman.
Chairman Peltier called the public hearing to order.
Mr. Bruce Folz, surveyor for Tom Anderson, Bryon Schroeder, and Glen
Bjornson was present to review the proposed 385 acre subdivision. Mr.
Folz stated that the developers would like to connect 6500' of roadway to
Isleton Ave. in Hugo (3' of roadway in Hugo), adjoining 121st St.,
extending to Janero Ave. and finally reaching County Rd. 7. The
developers have stated they would install bituminous surfacing beginning
at the intersection of 121st St. north to Co. Rd. 7 and reconstruct the
railroad crossing at Ironwood Ave. Roads within the development would be
per Grant Township standards which are 22' blacktop surface.
Many area residents expressed their concerns regarding access for
emergency vehicles, filling of wetlands, dusty roads, elimination of the
rural atmosphere, traffic flow, habitat preservation and dedication of
parkland for the proposed subdivision. Residents also stated their
disapproval of Cal Barr's lack of concern for attending meetings held on
behalf of his proposal. Many questions are raised and are unable to be
answered without the developers being present. Residents suggested the
local governments refuse to hold any further meetings if the applicants
will not guarantee their presence.
Planning Commissioner Davis questioned Mr. Folz whether access directly
from Keystone Ave. or looping through the development and rejoining Irish
Ave. on the south had been looked at as an alternative. Mr. Folz stated
that they would have to cross a protected wetland on the east and a permit
would probably be difficult to obtain, but that bridging would be a costly
alternative.
Hugo and Grant Planning Commissions concurred that no further meetings or
action should be taken until Mr. Barr and other developers agree to attend
scheduled meetings to address concerns and questions of area residents.
Motion made by Oswald, seconded by Peltier to table the joint public
hearing until all concerns of the Hugo Planning Commission and the Grant
Township Planning Commission have been addressed.

Motion made by Davis, seconded by Oswald to adjourn at 9:38PM.
