MINUTES CAF TWE:
The regular meeting of the Hugo Planning Commission was called to order by
Chairman Peltier at 7:00PM.
PRESENT: Davis, Agness, Rubenzer, Olson, Peltier, Administrator Museus,
Carole LaBelle
ABSENT: Mezzano, Oswald
Motion made by Davis, seconded by Olson to approve the minutes of May 27,
1992 as amended.
All aye, motion passed.
REZONING REQUEST - MALINKA
Mr. John Malinka is requesting to rezone 77.9 acres zoned agricultural to
RR2 (5 acre minimum). The property is located north of 140th St. and west
of Keystone Ave. It is the intent of the applicant to subdivide the
property into five acre lots. The property is bordered by the Conservancy
zone on the north, west, and south. While the property to the east is
zoned agriculture.
Mr. Jeff Hughes, of Wild Wings Game Farm stated he had no objection to the
rezoning, but would like all parties involved to be aware that there is a
hunting club adjacent to the property in question on the north and any
residences should be constructed a minimum of 500' from the property line
nearest the club. Area residents were concerned that the integrity,
beauty, and rural nature of the property would be destroyed by rezoning to
5 acre lot sizes. Also, the question of "spot zoning" was raised'
After a lengthy discussion, the applicant agreed to waive the deadline
requirement and allow the Commission to table this request until their
July 22, 1992 meeting.
Motion made by Rubenzer, seconded by Peltier to table the Malinka Rezoning
request until July 22, 1992 after further review of the comprehensive plan
by the Planning Commission.

Northern Natural Gas is requesting a special use permit to allow for the
modification and enlargement of an existing regulator and meter facility
for transportation of additional natural gas volume to local
distributors. The property is zoned agriculture and is located at the
northeast corner of 175th St. and Highway 61. This change will be
additional stations and not the expansion of the existing building' The
existing building will be removed some time in the future.
Mr. Dennis Werkmeister, representing Northern Natural Gas was present to
discuss their request. He stated that there would be three buildings,
6' X 9' constructed on the site. At the time of completion the original
8' X 10' bung would be removed. The buildings will
be steel framed
and steel sided and will match the existing residence.
Mr. Werkmeister
stated that Northern Natural Gas Company is regulated by
the federal
government. He also agreed to install an aesthetically
pleasing buffer
between Highway 61 and the facility.
Motion made by Rubenzer, seconded by Agness to recommend
approval of the
request of Northern Natural Gas to modify and enlarge the
existing
regulator and meter facility at 175th St. and Highway 61
as described in
plans submitted.

After a lengthy discussion and presentation by Stanford
Krueger, he was
again reminded that this was not open for public discussion
and that a
public hearing will be held on July 22, 1992.
The Planning Commission discussed the issue of pole barn
construction and
the relation to the comprehensive plan. The Commission
requested
Administrator Museus formulate a process for reviewing the
comprehensive
plan.
Motion made by Davis, secondeC 1 by Peltier to adjourn at
9:43PM.
