PRESENT: Davis, Agness, Olson, Peltier, Carole LaBelle ABSENT: Mezzano, Rubenzer, Oswald Motion made by Davis, seconded by Olson to approve the Minutes of October 28, 1992. A public hearing was held to consider the request of Warren and Howard Arcand, and Harlee Anderson, for a Special Use Permit to construct and operate an 18 -hole golf course, located at the E 1/2 of the SW 1/4 and the W 1/2 of the SE 1/4, Section 32, T31N, R21W, Washington County, MN. At this time, the developers seek a concept approval for their golf course. Mr. George Watson, Brauer Architects, represented the developers. He stated that the proposed golf course would be 5,800 yards in length, would provide parking for 180 cars, a clubhouse, maintenance and storage buildings would be constructed. The club would also include a driving range. There would be no filling of the wetlands on the eastern portion of the property. The developers have no plans for lighting at this time other than the parking lot. The course would also include an irrigation system with retention ponds for emergency watering purposes. The proposed well would be approximately 250 feet deep and pump 300 gallons per minute. Kevin Peltier was concerned regarding the possible extension of 125th St. in the future and the watercourse of the ditches and wetland after excavation. Questions regarding errant balls, nighttime noise (from machinery), well depth, drainage, DNR permits, and general impact the golf course would have on the surrounding area. The general consensus of the Planning Commission was that the concept of a golf course would be an appropriate use of the property, however the following conditions and recommendations were requested. Motion made by Davis, seconded by Agness to recommend concept approval of the Special Use Permit request of Howard and Warren Arcand and Harlee Anderson to construct and operate an 18 hole golf course and the above specified location subject to the following conditions: 1. The developers must comply with all requirements from the Rice Creek Watershed District, the DNR, and the Corps of Engineers. 2. The developers must receive approval for the subdivision and rezoning of Mr. Anderson's property. 3. The City must approve a completed utility plan for the project. 4. The preliminary approval is subject to review by the City Engineer P.C. Minutes Page 2 5" Such other items the Planning Commission may desire. 6. A larger overview or drawing identifying current homes in the area and the distance to the golf course. 7. Recommendations for appropriate future development in the area. 8. More information regarding the irrigation system and well and how they will impact the surrounding area. All aye, motion passed. A public hearing was held to consider the request of Kenco Construction to subdivide a portion of Lot 7, Block 3, BIRCH TREE PONDS 2ND ADDITION, which will be combined with Lot 6, Block 3, BIRCH TREE PONDS 2ND ADDITION, in order to provide a 10' setback from the property line for the existing home on Lot 6. An error was discovered in the placement of the home on Lot 6 within the required 10' setback from its southern property line. In order to correct this deficiency, Kenco seeks to subdivide Lot 7 in order to provide sufficient property for Lot 6 to obtain the 10' side yard setback. Lot 7 would still meet the requirements of the City's land -use regulations. Mr. Jim Merila was present to address any questions from the Planning Commission. After a brief discussion the following recommendation was made. Motion made by Olson, seconded by Peltier to recommend approval of the subdivision request of Kenco Construction to subdivide a portion of Lot 7, Block 3, Birch Tree Ponds 2nd Addition to be combined with Lot 6, Block 3, in order to comply with the 10 setback requirement.
