PRESENT: Mezzano, Agness, Rubenzer, Oswald, Olson, Peltier, Administrator Museus, Carole LaBelle ABSENT: Davis Motion made by Olson, seconded by Rubenzer to approve the minutes of November 18, as amended. Commissioner Agness recommended the term "concept of a golf course" and "concept approval" be used in paragraphs 5 and 6, page 1. Motion made by Rubenzer, seconded by Peltier to approve the amendment. All aye, motion passed. All aye, motion passed on approval of minutes. Harlee and Fern Anderson have applied to rezone and subdivide their property located in the southwest quarter of the northeast quarter of the southwest quarter of the northwest quarter of the southeast quarter of the southwest quarter, all in Section 32 for the purposes of providing an additional five acres to the golf course currently under development by Howard and Warren Arcand. The current zoning classification of this property is agricultural. Given the RR2 zoning adjacent to the Anderson property and that the Agricultural property surrounding the Anderson property will be used as a golf course, adjacent property conflicts should be minimal. Chairman Peltier opened the public hearing. No one was present to comment. After a brief discussion the following motion was made. Rubenzer made motion, seconded by Oswald to recommend approval of the request of Harlee Anderson to rezone five acres of his twenty acre parcel, legally described as; That part of the Southwest quarter of the northeast quarter of the southwest quarter and of the northwest quarter of the southeast quarter of the southwest quarter, all in Section 32, T31N, R21W, Washington, Minnesota, described jointly as follows: Commencing at the northwest corner of said southwest quarter of the northeast quarter of the southwest quarter; thence southerly, along the west line of the East half of said southwest quarter, a distance of 285 feet to the point of beginning; thence easterly, deflecting to the left 90 degrees 00 minutes, a distance of 225 feet; thence southerly, deflecting to the right 90 degrees 00 minutes, a distance of 220 feet; thence easterly, deflecting to the left 90 degrees 00 minutes, a distance of 200 feet; thence southwesterly, deflecting to tne right 113 degrees 00 minutes, a distance of 400 feet; thence southwesterly, deflecting to the right 18 degrees 12 minutes 48 seconds to said west line of the East half of the southwest quarter; thence northerly, along said west line to the point of beginning. The subdivision of the property be conditioned on rne approvai ano filing of the final special use permit for the goK course. 2. Rezoning be subject to the approval of the subdivision of the property and thus conditioned upon the final special use permit. All aye, motion passed. Motion made by Olson, seconded by Rubenzer to recommend approval of the subdivision request of Harlee Anderson to subdivide a 20 acre parcel into one 5 acre parcel and one 15 acre parcel subject to the following conditions: 1. Payment of parkland dedication fee. 2. Subject to approval of the Special Use Permit for a golf course. All aye, motion passed. Gerald Mogren and Richard Schreier have applied to subdivide a 39.96 acre tract of land in the southeast quarter of the northeast quarter, Section 25, T31N, 21W, Washington County, into two equal parcels of 19.78 acres. Applications have been filed with Washington County for driveway and septic system permits for these sites. In addition, Washington County Public Works Department has requested that as part of the subdivision approval, the county be granted additional right-of-way to extend 50 feet from the center line of County Rd. 57 across this property. Staff recommends that any approval be subject to City receiving septic system and driveway permits and the easement as requested by Washington County. Mr. Bruce Folz represented the applicants. David Lutz adjacent property owner was concerned about the proposed easement. After a brief discussion Mezzano made motion, seconded by Peltier to recommend approval of the subdivision request of Gerald Mogren and Richard Schreier to subdivide 39.96 acres into two equals parcels of 19.78 acres each, property zoned agricultural. All aye, motion passed. Administrator Museus informed the Planning Commission that an issue identification workshop has been scheduled for Thursday, January 14, 7:00PM, Hugo Elementary School. Every effort has and will be made to contact residents and encourage their participation in the review of the comprehensive plan. Motion made by Mezzano, seconded by Agness to adjourn at 7:50.
