January 24, 1990
The Planning Commission meeting was called to order by Chairman Senkler at
7:00PM.
PRESENT: Mezzano, Henry, Barnes, Thoreson, Oswald, Senkler, Carole
LaBelle, Administrator Huber
Motion made by Oswald , seconded by Senkler to approve the minutes of
December 27, 1989 as amended.
All aye, motion passed.
Motion made by Senkler, seconded by Thoreson to appoint Bill Mezzano Vice
Chairman of the Planning Commission.
All aye, motion passed.
Motion made by Senkler, seconded by Henry to appoint Debra Barnes as the
Planning Commission Representative to the Board of Zoning Adjustments.
All aye, motion passed.
As the planning commission requested, the staff has provided a summary of
the planning commission's previous discussions regarding the updating of
the City's comprehensive plan map. The summary reflects the discussions
and decision of the planning commission through February 1988.
Chairman Senkler inquired whether the other members of the Planning
Commission would like to resume the discussions regarding Hugo's
Comprehensive Plan Map. Several members are new to the commission and
unaware of previous discussions and the specific purpose for the comp plan
map. Administrator Huber pointed out that the comprehensive plan map is
used as a tool to help guide future development in the community and any
changes to the approved plan, require public hearings and approval by the
Metro Council. The map used currently is the Hugo zoning map. Members
concurred that the discussions should continue and a final comp plan map
should be approved. A meeting was scheduled for March 7, 1990 at 7:00PM.
Administrator Huber informed the commission that a notice from the City of
Lino Lakes, reflecting a rezoning of a large tract of land in Lino Lakes.-,-

akesfrom rural to light industrial, was received on January 16, 1990. The
property abuts the City of Hugo at our west corporate limits. The
proposed change to industrial could have a significant impact on traffic
flow into the community, as well as, future land use changes adjacent to
the area proposed for rezoning. We thought it appropriate that the
planning commission review this proposal and convey its concerns or
comments on this rezoning to the Lino Lakes Planning Commission and City
Council.
Planning Commission members concurred that because there are Hugo
residences directly affected by this proposed development, the City should
forward a letter addressing our concerns to the City of Lino Lakes. Debra
Barnes felt a buffer zone should be created to protect the interests of
surrounding residences.
The commission requested that a letter be drafted expressing their
concerns including the following, utilities be installed to serve the
industrial area, all streets adjacent to the indudstrial zone be upgraded
to industrial standards and the developers share in this cost, light
industry only be permitted which disperse no noxious odors, all drainage
issues with regard to Clearwater Creek or other judicial ditches in the
area be addressed prior to proceeding with any development, Lino Lakes
carefully consider traffic volumes, possibility of extending service to
the Hugo area should the abutting property by developed. The Commission
also requested that Hugo be kept informed, by the Lino Lakes Planning
Office, as to specific development plans for the area in question.
Motion made by Barnes, seconded by Mezzano to adjourn at 8:23PM.
