Acting Chairman Bill Mezzano called the meeting to order at 7:00PM.
Upon roll call:
Present: Commission members Henry, Thoreson, Oswald, Barnes, and
Mezzano
Absent: Dick Senkler
Chairman Mezzano requested that the City Administrator review the proposed
redevelopment plan with the commission. The City Administrator noted that
Washington County Housing and Redevelopment Authority proposes to cause to
be purchased certain parkland and open space north of County Road 8A and
south of Rice Lake in the City of Hugo. It is the intent of the City to
purchase the parkland from the Housing and Redevelopment Authority
pursuant to an installment purchase contract. The contract will have a
term not to exceed ten years. A revenue bond in the principal amount not
to exceed $245,000.00 is proposed to be sold by the HRA to finance the
acquisition. The revenue bond will be secured by the payments to be made
by the City under the installment purchase contract. It was noted that
the tract of land in question is approximately 70 acres in size and abuts
on the Rice Lake Wildlife Management Area which is owned by the Department
of Natural Resources. It was stated that the redevelopment area is
potentially more useful and valuable for contributing to the health,
safety, and welfare than has been realized under it's existing
development. This action is being taken pursuant to Minnesota Statutes
Section 429.001 to 469.047. It was pointed out that the City will levy
taxes to finance the debt service on this method of financing. The City
Administrator then pointed out that the primary intent of this development
project is to provide park facilities and open space for residents of the
City. It will also provide public access to the Rice Lake Wildlife
Management Area, support the City's wetlands preservation, and provide
potential site for a community center, library or other municipal
facility. Although the primary intent is to use the park for a nature
park, or other passive uses, the City will probably improve the site with
monies from the City's parkland dedication fund.
After a brief discussion and a motion by Commissioner Barnes, seconded by
Commissioner Oswald, with all members of the commission voting aye, the
redevelopment plan for the purchase of Rice Lake Park, dated June of 1990
was approved and the Commission forwarded it's recommendation to the Hugo
City Council.
The City Administrator then informed the Planning Commission of a site
plan application that will be reviewed by the City Council on June 18,
1990. Mr. Huber pointed out that this is a CCA Wood Fixation Plant
proposed for a 25 acre site north of Bald Eagle Industrial Park. This
application is subject to review by the City Council only as it is a
permitted use in an industrial zoning district. The utility and road
improvements proposed in conjunction with this development plan were
discussed. The method of wood treatment and the chemicals used in the
process was also reviewed. Although the plan in question was not subject
to Planning Commission
review, the Commission did indicate it's concern regarding the increase in
traffic, particularly the large semi-tractor trailers that will be exiting
from 130th St. onto Highway 61. It was suggested that maybe the railroad
grade should be adjusted at that location to avoid potential hazard as a
result of visibility problems and increased traffic problems in this area.
Commission member Mezzano moved that the meeting be adjourned and seconded
by Commissioner Henry, all members of the commission voting aye, motion
was carried and the meeting was adjourned at approximately 6:53PM.
