Chairman Senkler at 7:03PM.
PRESENT: Mezzano, Thoreson, Senkler, Carole LaBelle
ABSENT: Henry, Oswald, Barnes
Motion made by Mezzano, seconded by Thoreson to approve the minutes of
April 26, 1989. All aye, motion passed.
Chairman Senkler reviewed the application with the planning commission.
He stated that Ms. Jeanette Pfurtscheller and Mr. William Simonet have
made application to the City of Hugo and variance to split a 36.9 acre
tract of land into 7 residential building sites. The property is zoned
RR2 requiring minimum 5 acre lot size. Three lots are located on Round
Lake and four of the lots are located south of the proposed 121st Street.
The applicants involved in this request submitted a similar proposal to
the Planning Commission in 1988, following Commission approval, said
subdivision was not processed through the City Council for final
approval. The applicants have revised their lot layout and roadway
location since previous PC review. The initial survey was prepared by
Georgi/Schmidt & Assoc., and the grading and floor elevations plan has
been prepared by Itasca Engineering. Both engineers have signed the
preliminary plat in question. One of the major concerns of the Planning
Commission when this matter was tabled from the April 26, 1989 meeting was
the location of the east/west access road to the site from Janero Avenue.
Since the previous Planning Commission meeting, the City has received a
copy of an Access Agreement between Mike Lengyel and William Simonet
regarding road access to the property south of the site in question. It
would appear that the revised plat submitted by the developer has
addressed a number of the concerns previously raised by the staff and
Planning Commission. Those questions left unresolved involve the
following:
1. Is the road intersection proposed at the east end of Lot 1, Block J.
consistent with the subdivision regulations and acceptable arrangement
to the city engineer?
2. There appear to be two culverts to be installed under the roadways
proposed. There is no indication of which way the water will drain
through these culverts that would indicate whether water would be
stored on site or drained to areas off of the plat in question.
Mr. Larry Samstad was present to address any questions from the planning
commission. Mr. Samstad provided the commission with a statement which he
felt would address all of the concerns of the previous meetinq. He also
stated that he will provide the city engineer with correct elevations and
culvert locations.
The planning commissioners were concerned that the floor elevations for
the residences were in low areas, the sharp turn at the west end of the
east/west road was not redesigned, and the variance required for the lake
lots was much too great.

Potentially hazardous intersection
proposed at the
east end
of Lot 1,
Block 1. Not corrected as
per planning commission
request.
2.
The lake lots are as much
as 30% under the 300' lot
width
requirement.
3.
The proposed drainage plan
appears to drain the water off
of the
property at a rate faster
than currently exists.
All aye, motion passed.
