The regular meeting of the Hugo Mapping Commission was called to order by
Chairman Senkler at 7:00PM.

Mr.
Hube~ stated that
Mr. Richard
Charest has
made application
to the City of
Hugo for an amended
Special
Use Permit to
al]ow for the construction
of
a boathouse on his
property
prior to
constructior of the
principal
structure. The prooerty
in question is
zoned RR2 and consists
of approximately
one acre.
The
property is
regulated by the
city's shoreland
ordinance, on
Sunset
Lake (Lot 8 of
Royalhaven Estates
1st Addition).
The applicant
also
owns and resides at
Lot 4, Block 1 of
Royalhaven Estates
2nd Addition.
The
elevation where
the boatnouse is
located appears
to be about 109
ft.,
while the shore of
Sunset Lake appears
to be at 102
ft. The property
in
question was
involved in a special
use permit
in October, 1985
at
which time the
applicant requested
permission
to fill certain
areas
on site. This
request appears to
be consistent
with the city's
shoreland
regulations and
the city has received
notice from
the Dept. of
Natural
Resources that the
plan is acceptable
to them. A
major concern of
the city
would be that the
structure in question
would be
properly anchored,
meet
city building code
requirements, and
would be used
solely for the
storage
of boats and
related equipment
as defined in
the city's shoreland
ordinance.
Chairman Senkler
opened the puolic
hearing portion
of
the meeting for
comments. Mr. Sean
Hallet questionod
whether the
structure
was built for
the purpose of a
boathouse. He
stated that the
boathouse
blocks a
considerable amount
of nis view
to the lake from
his
home, and informed
the commission he
would be willing
to help Mr.
C"arest
move the building.
Mr' Cho -est stated
that he can't
store his boats
in the
structure because
they are too big,
but he would
be using the building
for boating
accessories.
Commissioner Senkler
felt the
building appeared
to be
more for
recreational use
than storage.
Mr. Charest informed
the comnission that
there is storage
throughout the
building. Commissioner
Mezzano did not
favor allowing an
accessory use
prior to a principal
residence. The
planning commission
could not
+ind cause to oppose
the
structure if it was
used solely as a
boathouse.
Motior made by Senkler, seconded by Her,y to recomnenu approval of the
Amended Special Use Permit for Richard C-aresc to construct a 10' X 16'
boathouse on Lot 8, Block 1, Royalhaven Estates prior to construction of a
principal residence subject to the following special conditions'

Chairman Senkler opened the public hearing. There was no one from the
general public to comment.
Commissioner Barnes inquired as to the requirement for a building permit
considering the fact that agricultural buildings are exempt from obtaining
building permits. Mr. Huber informed the conmission that becajse of the
potential residential growth in the area, the City could better contrm.

Motion made by Senkler, seconded by Barnes to recommend approval of the
request of Dan Santanni for a special use permit to construct a 40' X 54'
pole building on the property described as the east 1/2 of the northeast
1/4 of Section 33, WIN, R21W, Washington County, subject to the following
special conditions.

Motion made by Senkler, seconded by Henry to rescind the previous motion
recommending approval of the special use permit for Mr. Dan Santanni.
The planning commission requested Mn, Santanni allow the planning
commission to table this issue until they could review a proper survey of
the property. Mr. Santanni requested that the planning commission vote on
the request without the additional information requested.
Motion made by Sunnier, seconded by Barnes to recommend denial of the
request for a special use permit for Mr. Dan Santanni to construct a pole
building on his property described as the east 1/2 of the northeast 1/4 of
Section 33, T31N, R21W, Washington County due to the fact that they did
not have sufficient information to identify how many different par�els Mr.
Santanni had in the 80 acres identified.
