The regular meeting of the Hugo Planning Commission was called to order
by Chairman Rudisill at 7:01PM.
PRESENT: Blanchard, Sullivan, Senkler, Schreifels, Jesinski, Olson,
Rudisill, Administrator Huber, Carole LaBelle, Mayor Atkinson,
Councilman Potts.
Motion made by Rudisill, seconded by Senkler to approve the Minutes of
February 25, 1987 as amended.
All aye, motion carried.
James & Diane Weber Subdivision - The public hearing was called to order
at 7:05PM. Administrator Huber stated Webers are requesting to subdivide a
15.9 acre tract of land in an RR2 zoning district. The Parcel of land in
question is described as Parcels A & B of a certificate of survey approved
by the Hugo city council on June 16, 1986. The original survey involved two
parcels of land, one containing 10.5 acres and the other containing 5.4 acres.
It is the applicant intent to subdivide parcels A & B of the previous certi-
ficate of survey into three tracts of land, one containing 5.1 acres, one
5.6 acres and one 5.2 acres. RR2 districts require a minimum 5 acre lot size
and 300' of frontage on a public roadway. As per previous planning commission
direction the proposed survey has been revised to meet the 300' lot frontage
requirement. The property in question is on Oneka Lake and is subject to com-
pliance with lakeshore and shoreland regulations as described in Chapter 320.
Article 3 of the municipal code. The required hearing notices were sent out
to abutting property owners and the legal notice was published in the White
Bear Press.
There was no public in attendance to address this issue. Mr. Weber stated
he did understand that he would have to meet the setback requirements in the
RR2 zone as stated in the zoning ordinance.
The public hearing was closed at 7:11 PM.
The concensus of the commission was that all requirements regarding
lot size (5 acres) and road frontage (3DO' per lot) have been met.
Motion made by Sullivan, seconded by Blanchard to recommend approval of the
request for subdivision for James and Diane Weber to subdivide 15.9 acres into
three,5± acre lots, previously described as parcels "A" & "B" in a part of
Gov't Lot #1, Section 9, Township 31N, Range 21West, City of Hugo and waiver
of formal subdivision requirements.
All aye, motion carried.
Motion made by Rudisill, seconded by Olson to recommend approval of the sub-
division by Certificate of survey as opposed to the platting procedure.

Mr. Huber reported on a brief meeting he had with John Jergens of Washington
County. Mr. Jergens offered assistance at minimal cost to have the planning
department critique any changes or recommendations the commission may have re-
garding work on the land use plan. Mr. Huber recommended that the commission
divide into teams to better evaluate the city and its potential. The planning
commission has agreed to meet for a work session on thursday, April 9, 7:OOPM
to begin work on the land use map. Mayor Atkinson stated his support for
the development of the land use plan and encouragesthe involvement by the
planning commission.
Mr. Huber has discussed the revision of the subdivision ordinance with
Attorney Johnson. Members of the planning commission are encouraged to con-
tact the city office with any question or recommendations they may have
with regard to the ordinance.
Mayor Atkinson advised the commission members of the Special meeting of the
City Council at 6:OOPM on April 6, 1987.
Motion made by Sullivan, seconded by Senkler to adjourn at 8:05.
