OF THE
HUGO PLANNING COMMISSION
MARCH 12, 1986
The regular meeting was called to order by Chairman Atkinson at 7:17 PM.
PRESENT: Schoeller, Fashingbauer, Ray Olson, Chairman Atkinson.
ABSENT: Bob Olson, Granger and Rudisill.
Motion by Schoeller, second by Fashingbauer to approve the minutes
of the February 26, 1986 meeting, motion carried.
Don Hamilton - SUP - Create building site in floodplain - corner
of Highway 61 and 141st Street - Outlot A Traeger Addition
Applicant has applied for SUP to create a building site in the flood-
plain on the northeast corner of the property. Chairman Atkinson
sited items from Howard Kuusisto letter in reference to lot in question.
Motion by Atkinson, second by Fashingbauer that Planning Commission
recommend approval of the application for building site plan in the
floodplain for Case 1985-55- SUP with the following conditions: (1) no
additional fill will be placed at an elevation more than two feet
above the existing elevation of 141st Street without the approval of
the City Engineer; (2) no fill shall be placed within fifteen feet
of the existing drainage easement; (3) there will be no filling
south and west of the easement; (4) all fill will have slopes of
three to one or flatter; (5) any additional fill if in the area of
the house will have to be compacted to meet the specifications of
the City Engineer; (6) during construction erosion control shall be
placed in a manner satisfactory to the City Engineer, which may be
straw bales, etc.; (7) property owners execute a hold -harmless
agreement in favor of the city*in case of any flooding problems created
by filling in the floodplain; (8) deposit or letter of credit be
isued in the name of the City of Hugo and shall be held by the City
of Hugo until sod or turf is established to prevent erosion, deposit
or letter of credit amount to be determined by the City Council;
(9) Rice Creek Watershed District permit be obtained, motion carried.

LaMetti b Sons want to place a 16 x 72 mobile home on the property
for watchman -caretaker quarters which would be a temporary site for up
to two years when at that time the caretaker would be living in the
farm house that is on the property. Chairman Atkinson sited letter
from City Attorney that under Chapter 320.9, zoning code, provides
for variances under certain circumstances but that Atkinson recommends
denial of this variance request. Motion by Olson, second by Atkinson,

(4) deposit or letter of credit be supplied to the City of Hugo
to be held by the City of Hugo until sod/turf is established and the
threat of runoff and sedimentation is passed; (5) Rice Creek Watershed
District permit required before final action is taken, motion carried.
Don Sempel - Subdivision -
Applicant requests subdivision of industrial property on 165th Street
North. Public Hearing is set for Wednesday, April 9, 1986 at 7:30 PM.
Motion by Olson, second by Fashingbauer to adjourn meeting, motion
carried. Meeting adjourned at 9:59 PM.
