OF THE
HUGO PLANNING COMMISSION
May 14, 1986
The regular meeting was called to order by Chairman Atkinson at 7:02 PM.
PRESENT: Schoeller, Bob Olson, Rudisill, Ray Olson, Atkinson
ABSENT: Fashingbauer
Motion made by Rudisill, seconded by Bob Olson to approve the minutes of April 23,
1986. All aye, motion carried.
Jon Granger's letter of resignation from the Commission was read.
The regular meeting was recessed and the public hearing for K. Anderson called to
order.
Keith Anderson - Public hearing - Mr. Anderson would like to subdivide 16.2 acres
zoned RR2, on the east side of Round Lake into a 5.5 and 10.7 parcel. Mr. Mike
Ball, 8257 122nd St. was present and strongly opposed the division. He stated
there is access to the Anderson property only from an easement which crosses his
land and feels any more traffic on the easement would be highly detrimental to
the condition of the easement. Mr. Ball also added that it is difficult for
emergency vehicles to enter the property.
The public hearing was closed and the regular meeting reconvened at 7:24PM.
Motion made by Atkinson, seconded by Bob Olson to recommend denial of the
application for subdivision for Keith Anderson, 8745 122nd St.
All aye, motion carried.
The regular meeting was recessed and the public hearing for Yocum was called to order.
at 7:31PM.
Tony Yocum - Public hearing - Bruce Folz of Land and Lake Surveying was representing
Mr. Yocum. Bonnie Busson7K06 125th St. was present but had no objeciton to the
subdivision of 36.5 acres being split into a 30 and a 6 acre parcel.
The public healing was adjourned and the regular meeting reconvened at 7:42PM.
Motion made by Ray Olsop,seconded by Rudisill to recommend approval of the sub-
division for Tony Yocum of 36.5 acres zoned RR2 and Agriculture into a 5.74 and
30.76 acres. All aye, motion carried.
Motion made by Atkinson, seconded by Schoeller to recommend waiving the platting
procedure and grant the subdivsion by legal description and lot survey. All aye,
motion carried.
The regular meeting was recessed and the public hearing for Bontrager called to
order at 7:53 PM.
Marvin Bontrager - public hearing - There was no public in attendance regarding
this subdivision.
The public hearing was adjourned and the regular meeting reconvened at 8:OOPM.

The general concensus of the commission was that the area was low, very wet,
and a potential flood hazard. Splitting 30 acres from the original 80 acre
parcel would not be in the best interest of Hugo residents.
Rudisill made motion, second by Bob Olson to recommend denial of the application
for subdivision for Marvin Bontrager to divide 30 acres into three ten acre par-
cels because the land is better suited to Conservancy zone. All aye, motion
carried.
The regular meeting was recessed and the Tembreull public hearing called to order
at 8:15 PM.
John Tembreull - Public hearing - There was no public in attendance.
The public hearing was adjourned and the regular meeting reconvened at 8:30PM.
Mr. Tembreull is proposing dividing and rezoning his 20acre parcel from Conser-
vancy to Agriculture and divide into two ten acre parcels for the purposes of
financing only. The entire back portion of the land in low and wet.
Motion made by Atkinson, seconded by Ray Olson to recommend denial of the appli-
cation for subdivision for John Tembreull. All aye, motion carried.
This motion was only because the commission felt it would be a violation of City
code to rezone this wet area, but hopes that the City Council can find a way
to accomplish the division for Mr. Tembreull so he may finance the property.
George LeMay - Subdivision - Mr. LeMay, 9296 130th St. proposed to divide a ten
acre parcel from his 80 acres. A public hearing was scheduled for June 11, 1986
7:05 PM.
Michael Jasinski - Special Use Permit - Mr. Jasinski would like to construct a 40 x 63
pole building on his property at 17431 Greystone. He has three existing buildings
totaling 224 sq. ft.
Motion made by Rudisill, seconded by Atkinson to recommend approval of the SUP and
variance to construct a 40 x 63 pole buidling closer to the road than the residence.
AYE: Bob Olson, Rudisill, Ray Olson, Atkinson. NAY: Schoeller, with the following
conditions;
1. The building be allowed to be built in front of the residence as per site plan.
2. Used for personal storage only.
3. Out buildings currently on Mr. Jasinski's property be removed.
Motion carried.
Tom Bina - variance - Mr. Bina, 7115 Oneka Lk. Blvd. plans to construct a 32 x 40
pole building closer the road than his residence. The property is zoned Conser-
vancy.
Motion made by Schoeller, seconded by Bob Olson to recommend approval of the site
plan and variance for Tom Bina. All aye, motion carried.
Strohkirch - Schotl - The owners are requested to provide a Registered land
survey, not just a Certificate of survey by a registered land surveyor. This
should indicate the way the parcels exist now and what they would look like

after the subdivision. A public hearing was scheduled for June 11, 1986, 7:30 PM.
Raiola, Wolkerstorfer, Marier - Subdivision - A total of 27 acres is owned by
Raiola & Wolkerstorfer. Ten acres was sold to Marier on a contract for deed.
The split was never approved by the City. The Commission requests that the City
attorney review this matter and advise the Commission on what might be done.
The applicant are required to make a deposit to cover any legal or engineering
fees which may be incurred.
