OF THE
HUGO PLANNING COMMISSION
June 25, 1986
The regular meeting was called to order by Chairman Atkinson at 7:03PM.
PRESENT: Schoeller, Fashingbauer, Bob Olson, Ray Olson, Rudisill, Atkinson
Motion made by Bob Olson to approve the minutes of June 11, 1986, seconded
by Rudisill. All aye, motion carried.
The regular meeting was recessed and the Jasinski public hearing called
to order at 7:05PM.
Elsie Jasinski - public hearing - No public was in attendance to comment.
The Jasinski public hearing was closed and the Harstad public hearing was
called to order at 7:30 PM.
Harstad/Merila - public hearing - Keith Harstad and Jim Merila presented
a revised subdivision of approximately 25 acres along Egg Lake Rd. east
of Highway 61. The new proposal includes 48 homesites with the balance of
the 80 acres remaining as open space. Mr. Walter Scherer was concerned
about the possibility of sewer and water passing his property at 6265 Egg
Lake Rd. if the development continued. Mr. Tim O'Connell stated he was
not as originally concerned because he felt Harstad had a good reputation
in the area of neighborhood development.
The Public hearing was closed at 8:00 PM and the regular meeting was recon-
vened.
Jasinski - Motion made by Atkinson, seconded by Fashingbauer to recommend
approval of the subdivision for Elsie Jasinski to divide one ten acre
parcel into two five acre parcels with the following conditions;
1. Perc test be submitted for two parcelswith no tests on file.
2. City can verify the required easement is of record and recorded at
Washitgton County.
3. The two five acre parcels in the center be recombined as one ten acre
parcel or if they are left as four five acre parcels a plat be required.
AYE: Fashingbuaer, Bob Olson, Ray Olson, Atkinson
NAY: Rudisill, Schoeller Motion carried.
Harstad - Rezoning - Motion made by Fashingbauer, seconded by Ray Olson to
recommend approval of the rezoning for Harstad of 24.75 acres from SFE to
SFU as per plan on file signed and dated, CL, 6-25-86.
All aye, motion carried.
Auto dismantling license review - Neither owners of the junkyards were
present. The clerk will inform the owners that on July 9, 1986 the
licenses will be considered regardless of whether they are represented
or not.
Arnold Palme - Subdivision - Mr. Palme was informed that because the
original subdivision application was not completed he would be required
to begin the process as a new application.

Palme - cont. - A public hearing was scheduled for July 23, 1986, 7:05 PM.
Howard Moe/Cal Garley - Subdivision - Motion made by Ray Olson, seconded
by Schoeller to recommend approval of the subdivision for H. Moe and Cal
Garley to divide approximately 2.3 acres into five homesites as per site
plan dated 4-4-86, Garley Addition. All aye, motion carried.
The Commission would like Howard Kuusisto to review the water sample results
provided by Markley Lab. for Hugo Auto & Truck Parts.
Motion made by Rudisill, seconded by Fashingbauer to adjourn at 9:36PM
