PRESENT: Bob Olson, Fashingbauer, Rudisill, Atkinson ABSENT: Ray Olson, Schoeller Motion made by Bob Olson to approve the minutes of July 9, 1986 as submitted, seconded by Fashingbauer. All aye, motion carried. The regular meeting was recessed and the Palme public hearing called to order at 7:11PM. Palme - Public hearing - Subdivision - There was no public in attendance to comment. The public hearing was closed and the regular meeting reconvened at 7:20 PM. Mr. Palme state that his previous application with Rice Creek may be reviewed at their meeting this evening also. There were no changes from the original plan which was started in 1984. Motion made by Rudisill, seconded by Bob Olson to recommend approval of the sketch plan for Palme's Long Lake Estates at 122nd St. and Janero as shown in plan dated March 3, 1984. All aye, motion carried. Atkinson made motion, seconded by Rudisill to recommend approval of the preliminary plat for Arnold Palme as presented dated June 12, 1986. All aye, motion carried. The Shubat public hearing was called to order at 7:59PM. Shubat - Public hearing - subdivision - There was no public attending to comment. There are two areas being subdivided. Forty acres on Homestead Ave. to be divided into 2 20 acre parcels. Leslie Raymon9 is a co-owner of 40 acres on 120th St. and Fiona Ave. to be divided into 4 ten acre parcels. Motion made by Rudisill, seconded by Atkinson to recommend approval of the Shubat subdivision of 40 acres into two 20 acre parcels (93022-2650), as per legal descrip- tion dated July 3, 1986. All aye, motion carried. Motion made by Atkinson, seconded by Rudisill to recommend approval with Certificate of survey as opposed to platting process. All aye, motion carried. Atkinson made motion, seconded by Fashingbauer to recommend approval of the sub- division for Leslie Raymond/Charles Shubat of 40 acres into 4 ten acre parcels according to survey on file with the following notations; 1. Parcel H appears to be 9.7 acres, a substandard lot. 2. Fiona Ave. and Fiona Rd. will be posted as "minimum maintenance roads". 3. A 20' drainage easement along the west line of Section 32, the west side of the property lines be dedicated to the City of Hugo or as suggested by the City engineer. 4. No perc tests have been submitted and the City does not guarantee any buildable sites. All aye, motion carried. Planning Commission Minutes July 23, 1986 page 2 The regular meeting was recessed and the Kostuch hearing was called to order at 7:35PM. Kostuch - public hearing - subdivision - There was no public in attendance. The property is zoned SFU, but is not currently served by sewer or water. No survey has been done on the one acre parcel and a possible plan for further sub- division was indicated. Motion made by Atkinson, seconded by Fashingbauer to table the Kostuch application until Aug. 13, 1986 at which time the applicant will provide a certificate of sur- vey and or a legal description for the one acre. All aye, motion carried. The public hearing closed and the regular meeting reconvened at 7:46. Bramstedt-Rossbach - SUP - Bob Bramstedt would like to construct a building for repair work, sales, and storage. The special use permit is required for exterior storage. This would be a 75' X 150' fenced storage area. The front portion of the lot is zoned RB and the rear piece 93004-2200 is zoned AG. The planning commission scheduled a public hearing on Aug. 13, 7:05 PM to consider the appli- cation. The commission requested that Howard Kuusisto inspect the property and an appropriate deposit be made with the City. Brandt's Auto dismantling license - The Brandt's have moved all articles from the front of the fence. The material stored on the south side of the lot has been moved or partially burned. The remainder will be burned when the water level allows. Evergreens (100) 3' in height have been ordered and should be delivered by the first week of August, planting will take place as soon as possible. Atkinson made motion, seconded by Fashingbauer to extend the annual review until September 24, 1986. All aye, motion carried. All aye, motion carried. Norm Horton - Auto dismantling license - Mr. Flannery represented the businesses. He stated that the test wells have been installed on both sites, results should be available by the Aug. 13th meeting. Roger Dupaul, operator of the northern most business informed the commission he has comnplied with the regulation of height. Motion made by Atkinson, seconded by Fashingbauer to table the annual renewal until Aug. 13, 1986. All aye, motion carried. Fashingbauer made motion, seconded by Bob Olson to adjourn at 10:15PM.
