HomeMy WebLinkAbout1986.08.27 PC MinutesMINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION August 27, 1986 The regular meeting was called to order at 7:00 PM by Vice Chairman Rudisill. PRESENT: Schoeller, Bob Olson, Ray Olson, Rudisill ABSENT: Fashingbauer, Atkinson Motion made by Bob Olson to approve the Minutes of August 13, 1986. All aye, motion carried. The regular meeting was recessed and the public hearing for R. Pottsmith was called to order at 7:03 PM. Pottsmith - Mr. Tony Penna was present to inquire about the off road vehicles using the property and wondered if the subdivision would increase this use. Mr. Pottsmith was not present to answer any questions. The public hearing was closed and the regular meeting reconvened at 7:20PM. A public hearing was re -scheduled for September 24, 1986 at 7:05 PM. Mr. Pottsmitch must submit a drawing of the proposed subdivision, provide proof of ownership. Charles Ptacek - Variance - Mr. Ptacek is/gonsnru tt000 home on the west side of David Schumanns property on 8A. The buildings are approximately 600 feet from the road. The proposed pole building would be slightly closer than the residence to 8A. Motion made by R. Olson, seconded by Rudisill to recommend approval of the site plan variance for Charles Ptacek to construct a pole building closer to the road than the residence, as per site plan dated 8-28-86. All aye, motion carried. The regular meeting was recessed and the Wunderlich public hearig opened at 7:30PM. Wm. Wunderlich - Public hearing - Mr. Hiniker represented Mr. Wunderlich. There was no public in attendance. The public bearing was closed and the regular meeting reconvened at 7:45PM. Wunderlich - Subdivision - The planning commission questioned the unusual curve of the lot line of Parcel D. Mr. Hiniker didn't know of any specific reason for the lot line. Motion made by Rudisill, seconded by Ray Olson to recommend approval of the Subdivision for William Wunderlich of approximately 50 acres into 3 parcels with the following conditions; 1. The north line of parcel A be extended directly east to the northwest line of Parcel C. 2. The existing driveway easement be recorded. 3. A certificate of Survey be provided. 4. a 33' easement along the south line of Parcel B to Parcel C be provided. 5. Three parcels be created, A,B, and C and the remaining approximate 5.5 acres be combined with the existing exception . Planning Commission Minutes August 27, 1986 page 2 Wunderlich - cont. AYE: Rudisill, R. Olson, B. Olson NAY: Schoeller Motion carried. Motion made by Rudisill seconded by Bob Olson to recommend approval by Certificate of survey as opposed to a hardshell. AYE: Bob Olson, Ray Olson, Rudisill NAY: Schoeller Motion carried. Walt Thielbar - SUP - Mr. Thielbar would like to operate an upholstery business from the triple garage at 7483 165th St. He employs 2 persons to assist with the business. Occasionally he upholsters automobiles which would be done in an existing pole building. Motion made by Rudisill, seconded by Ray Olson to recommend approval of the Special Use Permit for Walt Thielbar to use the garage as an upholstery shop at 7483 165th St., zoned Conservancy with the following conditions; 1. No generation of offensive odors,glare, dust, smoke, noise, vibration, or or any objectionable influences beyond the property line. 2. No over the counter sales. 3. No signs other than ordinary signs allowed in the Cons. zone. 4. No more than three employees. AYE: Bob Olson, Ray Olson, Rudisill NAY: Schoeller Motion carried. Don Opse - SUP - Mr. Opse would like to keep one horse on his property at 8295 122nd St.. Recorded land size is 2.5 acres. Motion made by Schoeller, seconded by Ray Olson to recommend approval of the Special Use Permit for Don Opse, 8295 122nd St. to keep one horse on his property zoned RR2. All aye, motion carried. Norm Horton - Roger DuPaul was present from Modern Auto Parts and stated that the water samples from Modern and Northside have been sent to a laboratory and the results will be forwarded as soon as they receive them. Motion made by Ray Olson, seconded by Bob Olson to recommend approval of the Auto dismantling license with all existing conditions and provided that the water tests prove to be satisfactory (subject to PCA standards).
