MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />September 10, 1986 <br />The regular meeting was called to order by Chairman Atkinson at 7:02PM. <br />PRESENT: Schoeller, Fashingbauer, Bob Olson, Rudisill, Atkinson <br />ABSENT: Ray Olson <br />Motion made by Rudisill, Schoeller to approve the minutes of August 27, 1986 <br />as submitted. All aye, motion carried. <br />Tom Schutta - Site Plan Approval - Mr. Schutta is constructing a home at the <br />property on Keller Ave.. He is a horse enthusiast and would like to consturct <br />an indoor riding arena 60' x 154' and a storage building 38 x 50'. He owns <br />20 acres zoned Agriculture. <br />Motion made by Atkinson, seconded by Rudisill to recommend approval of the <br />site plan for Tom Schutta dated 9-11-86 to construct two pole structures, <br />60 x 154 and 38 x 50. <br />AYE: Fashingbauer, Bob Olson, Rudisill, Atkinson <br />NAY: Schoeller Motion carried. <br />R. Klenck - special use permit - Mr. Klenck would like to haul in arFroxi- <br />mately 100 cu. yards of fill to consturct a driveway across a flood plain <br />area. Mr. Klenck has obtained a RCWS permit. <br />Motion made Rudisill, seconded by Bob Olson to recommend approval of the <br />SUP for Richard Klenck to fill (approx. 10 loads) for driveway purposes <br />93030-2470, with the following conditions; <br />1. Soil erosion control structure be installed. <br />2. A hold harmless agreement in favor of the City <br />3. Shoulders be seeded to control erosion. <br />All aye, motion carried. <br />Henry Schnieder - Motion made by Atkinson, seconded by Rudisill to recommend <br />approval of the variance to rear ya.zd setback to 17' to construct a three <br />season porch at 14897 Foxhill. <br />AYE: Schoeller, Rudisill, Bob Olson, Fashingbauer <br />NAY: Atkinson Motion carried. <br />Nick Miller - SUP - Mr. Miller owns property at approximately 12744 <br />Ave. on Bald Eagle <br />will be needed to <br />Lake. He estimates approximately 1500 yards of <br />complete the project. <br />Ethan <br />fill <br />Motion made by Atkinson, seconded by Rudisill to recommend approval of the <br />Special Use Permit for Nick Miller as per site plan dated Aug. 27 (with <br />revision from Howard Kuusisto) including, mound typeseptic system, Swale along <br />the southerly property line to conduct drainage to lake. Erosion control, <br />either fence or hay bales, until sod is established. A hold harmless <br />agreement in favor of the city. No building permit shall be issued until <br />
