OF THE
HUGO PLANNING COMMISSION
April 24, 1985
The regular meeting was called to order at 7:03 PM by Chairman Lorch.
PRESENT: Schoeller, ATkinson, Rudisill, Olson, Lorca Councilmen Potts & Schwab
ABSENT: Granger, Fashingbauer
Motion made by Schoeller, seconded by Rudisill to approve the minutes of April
10, 1985 after the following corrections;
residents and visitors in favor (Mastel)
BESA issue tabled to give the club and residents an opportunity to meet.
Bald Eagle Sprotsmans Assoc. - Mr. ARthur Timm was present again representing
the club. He stated the club had met with several neighbors to arrange a com-
promise in operating procedures.
Atkinson made motion, seconded by Lorch to recommend the addition of condi-
tion #20 to the special use permit stating the Bald Eagle Sportsman club
must meet a 40 DB requirement at any property line effective 12-31-87. The
40 DB may be achieved by earth birm, excavating, sound abatement walls, veg-
etation planting to eliminate the sound of gunfire from the club.
AYE: Atkinson, Lorch
NAY: Schoeller, Rudisill, Olson,
Olson made motion, seconded by Atkinson to recommend the 40 DB limit be enforced
by the year 1990.
AYE: Atkinson, Olson, Lorch
NAY: Schoeller, Rudisill Motion carried.
Motion made by Rudisill, seconded by Schoeller, to recommend the following
amendments be added to the Special Use Permit for the Bald Eagle Sportsman
Association;
1. The muzzleloaders will not be permitted to use the facility.
2. The BESA will absorb the cost to calcium chloride Goodview Ave. approximately
8/10 mile as per Washington Coun.W! specifipat� ons.
3. The club will close Memorial Day, M)or DayVa the week of July 4th, (mon-Sun.)
4. BESA will be closed every Sunday except the month of October (existing hours).
5. BESA will provide names of three people responsible for maintaining the rules
of the club, to be contacted in case of any infraction.
6. Saturday Reduced to 10:00AM - 5:00PM.
7. Two daysin two months wlll be designated as DCM shoot days,(July & August).
All aye, motion carried.
The council is requested to refer to the petition submitted by residents when
considering these amendments.

Cyril LaCasse - A public hearing was scheduled for May 22, 1985 at 7:05 PM
to consider the rezc�ng request, parcel 93030-2650. Rezone from Conservancy
to Agriculutre.
Paul Fladeboe - Variance - Mr. Fladeboe would like to construct a gauge
totalling 780 sq. ft, To be placed five feet from the property line rather
than the required ten feet. A letter from the neighbors on the west was
submitted stating they have no objection to the variance.
Motion made by Atkinson, seconded by Rudisill to grant a variance for a garage
for 780 sq. ft. as per site plan dated 4-24-84 to Paul Faldeboe.
Motion made by Atkinson, seconded by Rudisill to grant a variance to the
sideyard setback from 10 ft. to 5 ft provided the lot line is determined prior
to the building permit being issued and that the existing garage is converted
to living space within one year of issuance of the building permit for new
garage.
All aye, motion carried.
The possible rezoning of the Zerwas property on Elmcrest was discussed. The
general concensus of the commission was negative. The Zerwas' will notify
the City if they plan to continue the process.
George Atkinson will attend the May 6 council meeting to submit proposed
amendments to the code book.
Motion made by Olson, seconded by Atkinson to adjourn at 9:17PM.
