OF THE
HUGO PLANNING CONMISSION
June 12, 1985
The regular meeting was called to order by acting Chairman Atkinson at 7:00PM.
PRESENT: Schoeller, Granger, Olson, Rudisill, Atkinson, Schwab
ABSENT: Fashingbauer, Lorch
Motion made by Rudisill, seconded by Olson to approve the minutes of May 22,
1985 as submitted. All aye, motion carried.
Don Klausing - Site Plan Approval - Mr. Klausing would like to construct a
30 x 45 pole building at 8640 130th St. Their new home is presently under
construction. The property is zoned agriculture.
Motion made by Schoeller, seconded by Granger to recommend approval of the
30 x 45 pole building for Don Klausing as per site plan. All aye, motion
carried.
Richard & Mike Brandt - Hugo Auto & Truck Parts - Brandts were requested to
seek advice on shrubbery that would grow in the wetland south of their property.
A list of plantings was provided by the University of Minnesota and the possib-
ility of an earth berm was suggested. The monitoring wells are installed and
a lab test on water quality should be available in the next few weeks.
Rudisill made motion, seconded by Atkinson to recommend approval of the Auto
dismantling license for Hugo Auto and Truck Parts, Richard and Michael Brandt,
with the following amendments;
1. Remove from south side of pond all junk buildings.farm equipment, snowmobiles,
chicken cages, boards, trees, stumps, and other eyesore junk.
2. Present to the City Council a detailed tree and shrub planting plan by the
annual review in 1986.
All aye, motion carried.
Russ Jarousek - SUP - Hobby sawmill - Mr. Jarousek has been operating a hobby
sawmill at his property at 17400 Henna, agriculture zone for approximately 3
years. Mr. Rudisill is directly across the lake from the property and stated
there are no annoying aspects of the hobby.
Motion made by Rudisill, seconded by Schoeller to recommend the City adopt an
ordinance amending Chapter 320 of the Hugo City Code entitled "Zoning" to include
the operation of sawmill in the agriculture and conservancy distruict under
special uses. All aye, motion carried.
Rudisill made motion, seconded by Olson to recommend approval of a Special Use
Permit for Russell Jarousek, 17400 Henna Ave. to operate a hobby sawmill, sub-
ject to the proposed zoning amendment and the following conditions;
1. That the ordinance change including woodworking shops in the Ag and Cons.
zones be approved (with special use permit).
2. That no visible signs other than those normally utilized in a residential
district be present.
3. That no over-the-counter retail sales be involved.
4. That the number of persons working at said operation shall not exceed three.
5. That there be no generation of offensive odors, glare, smoke, dust, noise,
vibration, or other objectionable influences, extended beyond said property
lot lines.

6. That any sale or transfer of said property and/or business operation would
make this permit subject to review and renewal.
7. That the Council, at their discretion, can review this permit at any time,
and if violations are found, the permit can be revoked.
All aye, motion carried.
Norm Horton - represented by J. Flannery - Mr. Flannery was informed that the
Hugo Auto yard is leased by Brants and is managed by another party. It was
noticed that cars are being stacked over the allowed limit and customers
are once again parking outside the fenced area. These problems should be
remedied. The question of the necessity of monitoring wells was raised and
determined by the PCA to be a necessary addition to the yard, for the protec-
tion of the property owner and surroundings residents.
Motion made by Rudisill, seconded by Granger to recommend approval of the Auto
Dismantling Licensesfor Norm Horton with all existing conditions;
Aye: Rudisill
Nay: Schoeller, Olson, Granger, Atkinson. Motion failed.
Motion made by Atkinson, seconded by Schoeller, to recommend approval of the
Auto Dismantling Licensesfor Norm Horton with all existing conditions and the
addition of condition eleven;
11. One ground water monitoring well be installed and annual water samples be
taken and tested by June 1 of each year and results submitted with
annual review. All aye, motion carried.
Frank Puleo - SUP - Mr. Puleo and John Finnegan the resident at 16325 Forest
Blvd. would like to keep a maximum of three horses on the property which is
zoned SFE, 9.8 acres.
Motion made by Schoeller, seconded by Olson to recommend approval of the Special
Use Permit for Frank Puleo, 16325 Forest Blvd. to keep no more than three horses
on the property.
Aye: Schoeller, Olson, Granger, Atkinson
Nay: Rudisill Motion carried.
Will Harris - SUP - Mr. Harris would like to install two ball fields and golf
holes on their property at the Texan Bar, approximately thirty acres. The
Planning Commission scheduled a public hearing for July 10, 1985 at 7:05 PM.
Motion made by Schoeller, seconded by Granger to adjourn at 9:30PM.
