HomeMy WebLinkAbout1985.07.10 PC MinutesMINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMISSION July 10, 1985 The regular meeting was called to order by Chairman Lorch at 7:00PM. PRESENT: Atkinson, Rudisill, Olson, Lorch, Councilman Potts. ABSENT: Schoeller, Fashingbauer, Granger Atkinson made motion, Rudisill seconded to approve the minutes of June 26, 1985 as submitted. All aye, motion carried. The regular meeting was recessed and the public hearing called to order at 7:03PM. Wil Harris - Public Hearing - Mr. Harris presented his plans to install 2 softball fields and possibly a 6 hole golf course (using restricted flight balls). A letter from Lori Flanagan on 175th St. was read opposing the construction. John Jungman was present and opposes any access to or from 175th St. Gene Riopel and Rick Flanagan stated they would like assurances that barriers would be put up to keep trespassers from coming onto their property. Mr. Riopel owns agriculture property adjoining the proposed golf area. The public hearing was closed and the regular meeting reconvened at 7:37 PM. Wil Harris - ball fields and golf area - Mr. Harris stated he would comply with the restrictions planed on the project in order to proceed and complete the enterprise. Atkinson made motion, Rudisill seconded to consider the conditions for Wil Harris at the current meeting. Aye: Rudisill, Olson, Atkinson. Nay: Lorch Motion made by Atkinson, seconded by Olson to recommend approval of the Special Use Permit for Wil Harris to construct two softball fields and approximately six golf holes on the property adjacent to the Texan Bar with the following conditions; 1. Provide portable restroom facilities outside of the bar. 2. One ingress and egress through existing driveway on Highway 61. 3. Fences, birms, or plantings shall be set to control traffic and limit traffic to the parking area only with the exception of maintenance equipment for the recreational areas. 4. Restricted flight golf balls will be required. No other balls permitted and notice of such rule posted in the area where green fees are collected. 5. Power alleys of the softball fields to have 15' high chainlink fence or densely planted evergreens (only those lying north of home plate). If evergreens are less than f iv e feet in height, a five foot snow fence shall be installed and maintained until trees reach the five foot height. 6. Dudley Red Stitch, restricted flight softballs shall be used. 7. Site Plan Approval shall be required for golf course prior to any construction. 8. No lighting shall be provided on golf course or softball fields without amend- ment to SUP. 9. Annual review shall be required. 10. Suitable letter of credit be provided, amount to be determined by City Council. 11. Approval by the City engineer and convents by Rice Creek shall be provided. 12. Alcoholic beverages permitted only in the form of,beer at ball fields. All aye, motion carried. Planning Commission Minutes July 10, 1985 page 2 Marlene Mogren - SUP - Mrs. Mogren provided statements from surrounding neighbors stating they had no objection to using the home as a transitional residence for divorced and battered women. Mr. Len Shimota was present, 9824 140th St. opposed the concept, stating it was a residential neighborhood only and should not be used for housing emotionally distressed persons. Mrs. Mogren stated that the board of directors is made up of professional people and they would be consulted when the needs of a resident were in question. Motion made by Rudisill, seconded by Atkinson to recommend approval of the Special Use Permit for Marlene Mogren to use her home at 9924 140th St. as a share home for women with the following conditions; 1. Acquisition of a state license. 2. Compliance of all fire and building codes. 3. No changes done to the outside appearance of the hone, that it continue to look like an ordinary hone). 4. A maximum of five adults, 10 total and not to exceed 15 for more than 72 hours on an emergency basis. This number excludes the owner and family. All aye, motion carried. William Wolfe - SPA - Mr. Wolfe would like to construct a pole building at his residence at 15567 Jeffrey Ave. No. The property is zoned agriculture and the building totals 1280 sq. ft. The accessory building would be constructed closer to the road than the principle building. Motion made by Rudisill, seconded by Olson to recommend approval of the site plan and variance to construct a 35 x 45 pole building at 15567 Jeffrey, site plan 7-10-85. All aye, motion carried. George Knutson - SPA - Mr. Knutson plans to build a decorative accessory building 22 x 18 for storing antiques and possibly used a;a guest house. No plumbing or heating would be installed. The planning commission referred to Chapter 320-4 Subd. D para. 3, "accessory structure other than those listed as permitted". Motion made by Olson, seconded by Rudisill to recommend approval of the stone and wood accessory building for George Knuteson, 10051 Kerry Ct.0onservancy zone) All aye, motion carried. Quentin Marier - SPA - Rr. Marier would like to construct an additional storage building on his one acre parcel which lies in the conservancy zone. The matter was tabled until July 24, to give the planning commission an opportunity to inspect the location and the property. Atkinson made motion, Rudisill seconded to table the issue until July 24, 1985 All aye, motion carried. Patrick Higgins - SPA - Motion made by Atkinson, seconded by Olson to recommend approval of the Site Plan for Patrick Higgins, 12145 Everton to construct a 20 x 16 wood frame garage for storage, as per site plan 7-10-85. All aye, motion carried. Atkinson made motion, second by Rudisill to commend Chairman Lorch for his excellent help, guidance, and leadership as Chairman of the Planning Commission. We will all miss Kinny in his absence and we wish him luck in his future endeavors. All aye, motion carried. Motion made by Rudisill, seconded by Lorch to adjourn at 9:50 PM. All aye, motion carried.
