OF THE
HUGO PLANNING COMMISSION
August 28, 1985
The regular meeting was called to order by Chairman Atkinson at 7:02PM.
PRESENT: Schoeller, Rudisill, Olson, Atkinson, Councilwoman Peltier
ABSENT: Granger, Fashingbauer
Motion made by Rudisill, second by Olson to approve the minutes of August 14,
1985 with the following corrections;
Hallett - residents in attendance should read, "residents wishing to comment".
Lutz - should read'2ive" rather than living.
All aye, motion carried.
Fashingbauer arrived at 7:05PM.
Keith Harstad & Merila & Assoc - Rezoning - Mr. Kenneth Briggs presented
the plan for rezoning and dividing approximately 82 acres south of 8A (Jackson
property). A public hearing was scheduled for October 9, 1985 at 7:05PM. Mr.
Briggs was informed that a $1,000.00 deposit to cover legal and engineering
expenses would be required before publication of the notice for rezoning. They
were informdd that access to the west of the property would be necessary and
they should contact Howard Kuusisto for comments prior to the public hearing.
John George - 14139 Hyde - SPA - Mr. George would like to construct a pole
building, 30 x 50 to store personal items. Because of mature pine trees and
a sharp slope,the building would be approximately ten feet closer to the road
than the residence.
Motion made by Rudisill, second by Fashingbauer to recommend approval of the
Site Plan and Variance for John George to construct a 30 x 50 building no more
than ten feet closer to the road than the primary building. All aye, motion carried.
Joe and Carol Thill - Rezoning - A public hearing was scheduled for September
11, 7:05 PM at Hugo City Hall to consider the request to rezone 10 to 60 acres
from conservancy to agriculture.
Tim Kelly - SUP - Mr. Kelly has filed an application to install signs for
Shepherd of the Field Lutheran Church. Mr. Kelly was not in attendance. The
commission tabled the matter until SEpt. 11 and several questions can be
answered. Motionmade by Atkinson, seconded by Fashingbauer to table the
Tim Kelly , SUP until Sept. 11, 1985. All aye, motion carried.
Tom Frampton - SUP - Mr. Frampton has applied for a Special Use Permit to keep
non-domestic animals in an RR 2 zone. Mr. Frmapton plans to fence 20 acres to
keep the animals. At the present time he has 3 horses and has purchased two
cows which are being cared for by another party. The Planning Commission has
scheduled a meeting to view the property at 8125 122nd St. on Sept. 9, 1985
at 6:30PM. All members are requested to attend if possible. A public hearing
was also --cheduled for Sept. 25, 1985 at 7:05 PM.
Motion made by Atkinson, seconded by Fashingbauer to add Roxanne Dandl to the
agenda. All aye, motion carried.

Roxanne Dandl - SPA - Ms. Dandl has applied for a Farm Site Plan to construct
a 30 x 36 pole building. The building has already been started and Ms. Dandl
was warned about continuing to build without a building permit.
Motion made by Rudisill, seconded by Schoeller to recommend approval of the Site
Plan for Roxanne Dandl, 7050 177th St. to construct a 30 x 36 pole building for
personal storage. All aye, motion carried.
Motion made by Atkinson, seconded by Fashingbauer to adjourn at 8:40PM. All aye,
motion carried.
