OF THE
HUGO PLANNING COMMISSION
December 26, 1984
The regular meeting was called to order by Chairman Lorch at 7:00 PM.
PRESENT: Schoeller, Atkinson, Lorch, Potts, Rudisill, Olson
ABSENT: Fashingbauer
Motion made by Rudisill, seconded by Schoeller, to approve the minutesof Nov.
28, 1984 as submitted. All aye, motion carried.
Mr. Lorch scheduled a special meeting, public hearing on February 6, 1985, 7:00PM
to discuss the application of the White Bear Rod and Gun Club for an amended SUP.
The regular meeting was recessed and the public hearing called to order at 7:04 PM.
Frank Puleo - Public Hearing - Mr. Puleo would like to rezone 8.8 acres of his
9.8 to industrial for the purpose of conducting a manufacturing business out
of an accessory building. The one remaing acre would be reserved for a home -
site. Mr. Puleo and his associaties are constructing handicap grab bars. This
is a welding business using argon gas. After pieces are welded they are wiped
clean, not washed.
Ron Cressman, 6085 165th St. was present to state his objection to the rezoning.
The residents in the area have no problem with the business being conducted in
the building but do not feel it should be rezoned to accommodate them. A letter
from another resident, Gary Schoonover stating his objection was read. The
main concern of the residents are the high water table, possible storage of
dangerous materials and the possibility of selling the property to another less
desireable industrial use.
The public hearing closed and the regular meeting reconvened at 7:38 PM.
Frank Puleo - Rezoning - The general feeling of the commission was that to
rezone the property for 30 to 40 hours of work per month would be unreasonable
for the residents who live there 24 hours a day.
Motion made by Potts, seconded by Schoeller,ip recommend denial of the request
for rezoning for Frank Puleo from SFE to Industrial for the following reasons;
1. An industrial zoning in this case would constitute spot zoning. AS pro-
posed it would have a zoning of SFE on two side, and a zoning of agricul-
ture on the other two sides.
2. Applicant has stated at a number of previous planning commisiion and/or
city council meetings that his proposed barn would be for personal storage
only (boats, snowmobile, etc.).
3. Applicant has installed a commercial type metal fabrication shop in his barn
in violation of zoning ordinance 320-4 Subd. G and without making the nec-
essary applications to the City of Hugo.
4. The creation of an industrial zone next to sin le family estates is not
good planning (ie, black should not be placed ext to white, but should be
separated by one or more shades of gray).

5. The existance of homes both north and south of the proposed rezoning were con-
sidered in making this motion.
Aye: Schoeller, Atkinson, Olson, Rudisill, Potts.
Nay: Lorch.
Motion carried. Mr. Puleo will be placed on the council agenda of Jan. 7, 1985.
Sandy Borndale - Special Use Permit - Ms. Borndale would like to construct a
200' x 120' building to house an indoor riding ring and 40 horse stalls. She
owns 152- acres which are on three separate deeds (122, 12, 12). The barn would
be on the 122 acre parcel. The building would be approximately 600' from the
road (16237 Harrow).
Motion made by Lich , seconded by Atkinson to recommend approval of the special
use permit for Sandy Borndale, 16237 Harrow to construct a riding arena not to
exceed 24,000 square feet, subject to the following conditions;
1. Applicant must comply with all requirements of Rice Creek Watershed.
2. Applicant must comply with all necessary requirements as set forth by the
Minnesota PCA as regards to feedlots.
3. All parking necessary to this operation shall be on private property.
4. Applicant to provide for control of any dust created by their operation
(need for this requirement is because of a lack of acreage).
5. Site plan to be reviewed and approved by the City engineer prior to building
permits being issued.*
6. Applicant to reimburse the City of Hugo for any legal, engineering, or
inspection costs.
7. Special use permit to be reviewed annually.
8. Applicant has been made aware of the fact that due to the high concentration
of livestock, a test well may be needed in the future for the testing of
ground water.
9. Applicant shall provide a letter of approval from neighbors, two to the north
and one south.
10. Applicant to build a home prior to construction of riding arena or seek..a
SUP to construct arena first.
11. The City of Hugo reserves the right to impose additional requirements for noise
and lighting control if conditions dictate.
45A. Completed site plan to be approved by planning commission and/or City Council
before building permits are issued.
All aye, motion carried.
Motion made by Rudisill, seconded by Potts to adjourn at 10:00 PM. All aye.
